Description
Solicitation Number: NHLBI-PB(HL)-2008-222/MKL This is a combined synopsis/solicitation for commercial items prepared in accordance with the format specified in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB(HL)-2008-222/MKL and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-26. The North American Industry Classification System (NAICS) Code is 541720, and the small business size standard is $6.5 million. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small businesses. It is the intent of the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute to procure the equipment specified below from Mouse Specifics, Inc., 1354 Hancock Street, Room 207, Quincy, MA 02169. DigiGait Imaging System Description: Patented gait analysis treadmill system for mice, rats, guinea pigs, and hamsters; complete and turnkey. System Includes: 1) DigiGait Imaging Software Package - Latest Version (one licensed copy with security dongle). 2) DigiGait Analysis Software Package - Latest Version (one licensed copy with security dongle) reporting more than 24 metrics of posture and locomotion, including paw area variability, phase dispersion indices, and nerve injury indices [SFI, PFI, TFI]. 3) High speed digital color imaging device - up to 150 frames per second for gait studies in mice. 4) Customized Integrated Lighting - uniform, high-frequency (25kHz) lighting with replaceable lamps that provide high-output, deluxe daylight (5000K) illumination essential to imaging of gait dynamics. 5) C-Mount 16 mm 2/3" Format Lens; 9mm 2/3" Format Lens. 6) Heavy-duty motorized variable speed treadmill with durable polyurethane transparent belt. 7) Speed Control - belt speed is shown in cm/s; programmable from 0 to 100 cm/s. 8) Running compartment for mice and running compartment for rats. 9) Rugged non-corroding stainless steel frame. 10) Incline/Decline mechanism. Note: DigiGait is a Patented Technology/Methodology - United States Patent #6,899,686. National Heart, Lung, and Blood Institute (NHLBI) Investigators, studying how aging and neurodegenerative processes affect neuromuscular function in animal models, require an automated gait analysis system with a robust and secure data collection and analysis program, which is capable of detecting very subtle to obvious changes in gait under different orientations and levels of locomotion, and which has been validated against paw inking methodology. The Mouse Specifics’ DigiGait Imaging System is the only known commercially available system, which can, within a single instrument detect very subtle gait changes, include overground and treadmill locomotion, incline and decline walking, is validated against paw inking methodology, and has an outstanding record of post purchase technical support, including free software updates and secure data control. The DigiGait System has been successfully used by the AT Children's Project to measure ataxia-telangiectasia (a very subtle and difficult to detect abnormality), is patented technology, is referenced extensively in the literature, and has been used by The Jackson Labs to measure background strains commonly used by NHLBI investigators, thus reducing the need to re-characterize these strains using different equipment. The system can be used to study gait in mice (including neonates as young as 14 days), rats, guinea pigs, and hamsters; provides a wider range of species capabilities; and is capable of measuring 40 standard metrics of posture. Furthermore, DigiGait is a U.S. patented technology under U.S. Patent (#6,899,686), Method and Apparatus for Monitoring Locomotion Kinematics for Ambulating Animals. No other vendor is known to manufacture a single gait analysis system which has the full range of capabilities of the DigiGait Imaging System. The procurement of this system is essential to the studies being performed in support of the NHLBI Mouse Phenotyping Core. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1, Instructions to Offerors--Commercial; 2) FAR Clause 52.212-2, Evaluation--Commercial Items. As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representations and Certifications--Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items Deviation for Simplified Acquisitions. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI, contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov. Interested vendors capable of furnishing the Government with the items specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by August 26, 2008 at 5:00 p.m., Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB(HL)-2008-222/MKL. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
