Description
SYNOPSIS: The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Service Office (USCIS) is seeking sources for a potential requirement to include strategic, technical, and program oversight support; policy development and implementation support; independent technology assessments; acquisition documentation; evaluation and review support; engineering review, and configuration management board support. The requirement entails support for strategic planning for the USCIS agency transformation initiatives and policies and includes the provision of analyses and recommended solution(s) for issues related to the establishment, development and implementation of the USCIS transformation initiatives. 1.0 BACKGROUND The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Service Office (USCIS) exclusively focus on the administration of benefits and immigration services while enhancing national security. The USCIS transformation initiative includes strategic, operational, and technical modernization activities designed to achieve the USCIS Strategic Goals and Objectives. The USCIS transformation initiative is critical to DHS’ efforts to improve customer satisfaction, support increased workload demands from congressionally mandated changes, secure the nation’s “fourth border” by biometrically validating identity of applicants, and vastly improve information sharing with stakeholder organizations by creating applicant-centric electronic files. The Transformation Program Office (TPO) is charged with the development of a flexible and efficient organization supported by an integrated technical environment for both its customers and employees. The TPO will provide a centralized management structure to oversee all transformation activities within USCIS, including the coordination of several initiatives converting the current mix of legacy infrastructure and paper-based business processes to electronic-based business processes. USCIS plans transformative initiatives in multiple divisions of USCIS including but not limited to: USCIS Transformation Program Office (USCIS TPO), USCIS Information Technology Office (USCIS OIT), USCIS Office of Policy and Strategy, USCIS Office of Legal Counsel, USCIS Office of International Operations, USCIS Office of Domestic Operations, USCIS Office of Financial Management, USCIS Office of the Director, Growth Management Oversight Unit (GMOU), Office of Fraud Detection and National Security (FDNS), and transformation initiatives under other divisions. 2.0 STATEMENT OF NEED The USCIS agency requires an organization that is knowledgeable of transformation initiatives and modernization efforts required for agency transformation. Objective, independent and impartial guidance to the TPO/OIT program offices is required for planning, development and execution in implementing agency transformation and modernization efforts. The nature of the work requires an organization that is knowledgeable for development of internal policies and standard operating procedures required for program office(s); Ability to provide technical assessments in the areas of organizational development and performance as it applies to organizational and agency transformation; Ability to provide guidance and mitigation strategies for identified risk impacting the overall transformation initiatives; Ability to facilitate and participate as a neutral participant in related meetings. The Government is seeking an organization that can operate in the public interest with objectivity and independence, can fully disclose its affairs to the government, free from organizational conflicts of interest. The organization shall provide guidance and mitigation strategies to assist the TPO and OIT office for risk impacting the USCIS transformation initiatives. The requirement requires strong technical support resources to do the following: 1) Understand and provide guidance and support for organizational change, and 2) Properly shape technical solutions and USCIS policy requirements in attaining USCIS transformation initiatives. This is not a Request for Quotation. Any information submitted by respondents to this synopsis is strictly voluntary. This Sources Sought Synopsis is in support of market research and being conducted by DHS to identify qualified potential sources capable of fulfilling the above requirements. Interested parties shall submit a capability statement addressing the above statement of need.
