- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-042-4384-08 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-24. This procurement is a total small business set-aside. The NAICS code applicable to this acquisition is 334516. For a company to qualify as a small business, the small business size standard is 500 employees. USDA, ARS has a requirement for one photoacoustic multi-gas analyzer to be used both in the laboratory and in the field. In the laboratory, it will be connected to adsorption and biofiltration columns; it will continuously measure concentrations of gases passing through the columns and store the data internally for later data transfer to a PC. In the field, it will be used for 1) measuring ammonia and greenhouse gases in animal houses (swine and poultry), and 2) measuring gas emissions from agricultural plots and animal wastes treatment lagoons. The gases of our interest are NH3, CO2, N2O, CH4, and water vapor. In order to accomplish these tasks, the instruments must have the following specifications: •Utilize the photoacoustic infrared spectroscopy measurement technology •Can monitor and display up to five different gases plus water vapor simultaneously. •Can measure N2O at concentrations below 1 ppm •Can measure NH3, CH4, CO2 at concentrations in the low ppm range. •Can compensate for water vapor interference and cross compensate measuring gases. •Can measure these gases simultaneously every minute. •Data logger to store the data and can be downloaded to a PC using Windows software. •Data storage capacity sufficient for 12 days of monitoring task, measuring 5 gases and water vapor every 10 min. •Can measure in the unites of mg/m3 and ppm •Must be portable with weights less than 20 lb and sizes less than 7 x 16 x 12 in •Must be durable enough to use it in the field. •Should be able to calibrate gases with concentrations 2 or higher orders of magnitude. Two copies of descriptive literature showing that the offered equipment meets all specifications must accompany the quotation. Delivery time is 60 days ARO. Equipment price should be FOB Florence, SC. Quoted price should include delivery costs. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Please note on your proposal if you will accept a government purchase (VISA) card. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52-212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: 52.219-6 Notice of Total Small Business Set Aside and 52.225.13 Restrictions on Certain Foreign Purchases. Also applicable are 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration and 52.233-4 Applicable Law for Breach of Contract. All sources wishing to provide a quotation must respond by 1:00 PM EDT, August 25, 2008. Quotations should be addressed to USDA Agricultural Research Service, 950 College Station Rd, Athens, GA 30605-2720 (or POB 5677, Athens, GA 30604-5677). The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and capabilities of the offerors equipment. Offerors shall identify where the offered item meets or does not meet each of the Government’s functional and performance minimum specifications listed herein. Offeror shall include references of three firms for which similar equipment was provided. The anticipated award date is September 2, 2008. All responsible sources may submit a quotation which shall be considered by the agency.
