Description
NASA/JSC has a requirement for the procurement of mission critical services in StarCity, Russia. The Gagarin Cosmonaut Training Center (GCTC) will provide medical supportservices (i.e. hematology analysis, phlebotomy, and blood analysis) by scientist teamsand medical staff from Soyuz crewmembers prior to launch and after landing. GCTC willalso provide support with the shipment of hardware to and from Russia in support of theclinical tests for medical operations and life science experiments occurring in thebiomedical laboratories. Most pre and post flight activities for Soyuz crews take place at GCTC, which is locatedon a Russian Air Force Base just outside of Moscow. Astronauts and cosmonauts arequarantined to the GCTC facilities for medical and health reasons before and after theirflights, so collection of data samples will be conducted on a limited basis only forspecialized tests not otherwise available at GCTC (i.e. magnetic resonance imaging, etc). Services and facility support will be assessed mission-by-mission depending on theexperiment complement and specific study requirements.NASA/JSC intends to contract with GCTC for the services stated in paragraph 1 on a solesource basis for the Baseline Data Collection (BDC) services and laboratory usage throughDecember 31, 2011. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 25, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
