- Solicitation is for an Indefinite Quantity contract, firm fixed price contract with EPA, for one base year and four option years. The maximum annual EPA will be 150%. IQC is customer direct only. The solicitation is for the supply of re-refined oils and removal of motor oils from US Military and Federal installations throughout the 48 contiguous states. This is known as the Closed Loop Re-refined Motor Oil program. These items support the Internal Combustion Engine, Combat/Tactical Service, Wheeled Military Vehicles with Heavy-Duty Diesel Engines, and Automotive Engine, API Service SJ for Military Administrative Service. The successful offeror must be able to provide re-refined oils under DSCR drawings 9150 Admin (5W-20, 5W-30, and 10W-30) and 9150 Diesel (15W-40) specifications as well as QPL MIL-PRF-2104 (10W, 30, and 40 and 15W-40). In addition, Safety Kleen (cage code 30530) part numbers 22154012QT, 221540Drum, and 221540Bulk are required on three of the NSN’s. Solicitation is for twenty-four NSNs: 9150-01-524-9225, 9150-01-524-9211, 9150-01-460-6628, 9150-01-460-7370, 9150-01-460-6638, 9150-01-438-5875, 9150-01-438-5891, 9150-01-438-5933, 9150-01-524-9217, 9150-01-499-7652, 9150-01-499-7640, 9150-01-499-7643, 9150-01-496-1948, 9150-01-496-1943, 9150-01-460-7526, 9150-01-460-7536, 9150-01-460-7518, 9150-01-460-7956, 9150-01-438-6076, 9150-01-438-6082, 9150-01-438-6079, 9150-01-460-8393, 9150-01-460-8367, and 9150-01-460-8432. These oils must be provided in quart, box, gallon, 5 gallon, and drum quantities. NSN’s 9150-01-460-6638, 9150-01-438-5933, 9150-01-499-7643, and 9150-01-460-8432 are issued in bulk. Solicitation will be issued under the procedures of Other Than Full & Open Competition as an Unrestricted Procurement. These are commercial items. FOB Origin and Inspection/Acceptance are at Destination. MSDS and OSHA Hazard Warning Label are required. Required delivery is 1 DARO for Priorities 01-03, and 3 DARO for all other priorities. Solicitation will not contain progress payments. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. These items are not a Critical Safety Item (CSI), per a SAP interrogation on May 19, 2008. The solicitation will be issued on August 18, 2008 with a closing date of September 18, 2008.
