- NAICS Code: 541380 This message is the amended RFQ. Answers are provided to the following questions received: Q: Review of RFQ-PA-08-00015 includes the requirement for percent lipids determination. The presented RFQ also identifies that a single award will be associated with the project...I would greatly appreciate your input regarding the availability to subcontract the percent lipids analysis.A: Lab location(s) shall be identified for each item in the schedule. Effort for all items may be subcontracted. If effort for any item will be subcontracted, the location(s) of the subcontracted laboratories shall be identified. Q: Can you please advise whether this is a new program or a re-compete of an existing contract? If a re-compete, who is the current incumbent? A: Records in our office do not indicate a preceding procurement for similar services. EPA Region III has a requirement for analyses on tissue samples provided by EPA. Tissues include separately homogenized samples of crab muscle, oysters and crab hepatopancreas. EPA shall collect and homogenize the samples. The samples shall remain frozen until preparation. The Contracting Officer's Representative (COR) in Ft Meade MD shall receive a copy of the awardee's QA/QC Plan within 14 days after award. Samples shall be shipped from date of order (est) but no later than 9/24/08. Lab shall accept samples M-Sa. Sample delivery group is 20 samples or less per batch delivered to the lab w/in 7 days. The COR in Ft Meade shall receive a hardcopy data report and an electronic data report IAW EPA Region III Format for Electronic Deliverables www.epa.gov/reg3hwmd/edd/index.htm within 30 days of receipt of the last sample per sample delivery group. The following factors shall be used to evaluate quotes: Past Performance and Price. The evaluation will consider Past Performance more important than Price. Quoters shall submit a list, including points of contacts for each, of all contracts and subcontracts for analyzing Tissue for As Speciation with at least 20 samples, which have been either completed or are in process, and performed or awarded within the last three years. The Govt intends to make one award. The hour and dates specified for receipt of quotes by the Contracting Officer (E-mail: ozer.sidney@epa.gov Fax: 215/814-5211 USPS/Courier: EPA 3PM10, 1650 Arch St, Philadelphia PA 19103-2029) is extended to 3pm ET on Mo 8/18/08. Offerors must acknowledge receipt of this amendment prior to 3pm ET on Mo 8/18/08 by one of the following methods: a) By acknowledging receipt of this amendment on the E-mail, fax or letter quote submitted (including completion of the schedule on this amendment) or b) By separate E-mail, fax or letter which includes a reference to the RFQ and amendment # (including completion of the schedule on this amendment). Failure of your acknowledgement to be received by the Contracting Officer prior to 3pm ET on Mo 8/18/08 may result in rejection of your quote. If by virtue of this amendment you desire to change a quote already submitted, such change may be made provided that each E-mail, fax or letter makes reference to this RFQ and this amendment (including completion of the schedule on this amendment). Further questions may not be considered. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee shall be registered in the Central Contractor Registration database prior to award, during performance and thru final payment of any order resulting from this RFQ. If the quoter does not become registered in the CCR database in the time prescribed by the Contracting Officer, the CO will proceed to award to the next otherwise successful registered quoter.
