- Description
- The Department of Commerce/National Institute of Standards and Technology intends to negotiate and award a purchase order on a sole source basis with PicoQuant Photonics North America, Inc.-PQPI, 61 Union Street, Westfield, MA 01085. NIST is working on the Quantum Information research project. An entangled photon pair source is almost completed and ready for testing and will then be applied to the next experiment. To characterize the entangled photon pair source, NIST needs a very specific instrument(PicoHarp 300) to record time tagged events for photon pair coincidence measurement. For such measurement, NIST request the instrument as follows: It must have two identical synchronized but independent input channels for the pairs of photons with multi-stop capability. The time resolution for single photon counting is as high as 4 ps with 65536 histogram channels. Its count rate is up to 10 million counts/sec, which matches with the count rate of NIST’s single photon detectors in the lab. It must have time-Tagged Time-Resolved (TTTR) mode. It must be able to use external synchronization signals for measurement control. It must have multi-channel routing capability. It is connected to the PC via a state of the art USB 2.0 high speed Interface. A driver library (DLL) supports custom programming in e.g C/C++,Visual Basic and LabView. The PicoHarp 300-Time Correlated Single Photon Counting Module is made by PicoQuant in Germany and sold through its sales representative, Opto Electronic Components (OEC) in the U.S. The Government intends to solicit only this one source under the authority of FAR 13.106-1(b) because the Government has not identified any other sources that can meet the requirements specified above. Interested concerns may identify their capabilities by submitting a capability statement that clearly and unambiguously demonstrates in written narrative format their ability to provide Time-Correlated Single Photon Counting Module. This notice is not a request for quotation. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
