CONTACT INFORMATIONIS WITHIN THE BODY OF THIS SOLICITATION******* This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. NASA/NSSC has a requirement for a course entitled Systems Engineering Overview. Theobjective of the training is for the employees at Kennedy Space Center to gain a generalknowledge of sound concepts and practices of systems engineering, for application oncontemporary programs with specific emphasis on the new NASA Constellation Program. Thecourse shall be tailored to NASA and teach the students a more consistent approach tosystems engineering in a new environment, the skills necessary to enhance their teambuilding, problem solving, decision making, and critical thinking skills. Instruction incommon systems engineering language, systems engineering processes, systems engineeringfrom a management perspective, how to conduct a requirements analysis, how to conduct afunctional analysis, how to conduct a system analysis, how to build a successful systemsengineering team, work breakdown structures, systems engineering cost estimation, riskmanagement methodologies and the role of software management shall all be covered. Thevendor shall be responsible for providing all training materials. The vendor shallconduct one, 3-day session for 30 students. Training shall be held at NASAs KennedySpace Center on September 3-5, 2008.All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due by August 22, 2008 by 12:00 (noon) CST toMegan Willis, megan.m.willis@nasa.gov, or faxed to 228-813-6493 and must include,solicitation number, discount/payment terms, identification of any special commercialterms, and be signed by an authorized company representative. FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2008), Contract Terms and Conditions Required To Implement Statutes orExecutive Orders-Commercial Items is applicable and the following identified clauses areincorporated by reference: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26,52.222-36, 52.232-34. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by theofferor which must provide a description in sufficient detail to show that the trainingoffered meets the Government's requirement.
