- THIS NOTICE CONSTITUTES AMENDMENT NO. TWO TO THECOMBINED SYNOPSIS/RFQ FOR SCALEMODELS ON INTERNATIONAL SPACE STATION WITH LOGISTIC VEHICLES. Companies shallacknowledge all amendment(s) in their quote. This notice serves as the official amendmentto subject synopsis/RFQ and a written amendment will not be issued.The purpose of this amendment is to add Answers to submitted Questions.Question: Regarding the samples requested, all of our replicas are custom built and areunique to each customer. Virtually all of the replicas are proprietary and cannot bereproduced and sent our(sp) as samples. I can try to contact some of our customers andrequest if a sample of these models can be sent to you. Will this take us out of thequote if we cannot procure the permission to send you a sample? Answer: Not submitting a sample will not take you out of the competition for theacquisition of the ISS Models.You should add that a sample of past work is not anabsolute requirement. Photographs, testimonials, etc showing past work or espousing thequality of past work would also be acceptable.As stated in the Synopsis/Solicitation - Selection and award will be made to that offeror whose offer will be most advantageous tothe Government (See FAR 2.101, Best Value), with consideration given to the factors ofTechnical (technical merit, accuracy, unique and creative design, visual impact, qualityand durability, and schedule), Price, and Past Performance. Technical and PastPerformance, when combined, are significantly more important than price. The due date for receipt of offers is not extended.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on July 18, 2008. Documents related to thisprocurement are available over the Internet. These documents reside on a World Wide Web(WWW) server which may be accessed using a WWW browser application.
