- This is a revision to the Request for Information (RFI), Sources Sought notification posted August 5, 2008 and not a solicitation. The revision addresses the need to submit responses directly to the point of contact (POC) shown below and NOT the IBOP. Also, date of submission is no later than September 5, 2008. There are no changes to technical content. This RFI is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. The reference number is W15P7T-08-Y-PBNM. The Government (US Army CERDEC) is requesting information from companies that are doing research and development in Policy Based Network Management, which predominantly includes Mobile Ad-Hoc Networks. DATA SUBMISSION REQUIREMENTS: Areas of interest for Policy Based Network Management are enumerated below. Please address as many of the following as possible in your Information package: 1. Statement of interest, either as a Prime- or a Sub-contractor/partner/team member. 2. Description of qualification. 3. Description of planned Technology Programs (IRADs, Studies, SBIRs, demonstrations, enabling technologies, etc.) that are being planned for FY09-FY 15. 4. Specific Technical Areas of Interest involving Policy Based Network Management include: a. Abstract models and languages for policy specification b. Representing policies in XML, RDF, and OWL c. Policy standards, their extensions and refinements d. Formal semantics of policies e. Methodologies and tools for discovering, specifying, analyzing, refining and evaluating policy f. Models of policy negotiation g. Representation of belief, trust, and risk in policies h. Systems and tools for the management of policies i. Policy visualization j. Policy based management in mobile ad-hoc networks k. Policy based spectrum management l. Context-aware policies in pervasive and mobile computing. The information received will not obligate the Government in any manner nor will the Government reimburse contractors for any costs associated with submittal of the requested information. This request does NOT constitute an Invitation for Bid or a Request for Proposal. Responses to this RFI/SS Notice are due by COB September 5, 2008. Respondents should identify their company's name, address, telephone number, point of contact, and whether they are a large or small business. Proprietary information should be clearly marked. All submissions shall be sent via e-mail to Kim Jakubowski at kim.jakubowski@us.army.mil. The electronic format may be in Adobe Acrobat Portable Document Format (PDF) or compatible with Microsoft Office 2000 suite of software. The white paper response shall not exceed 10 pages, including company information (single sided, single line spaced and utilizing Times New Roman font with 12-dot pitch).
