- This is a Small Business set-aside. The NAICS code is 541690. The size standard is 6.5M. The U. S. Food and Drug and Administration (FDA) has a need to solicit highly qualified personnel to perform, as required under specific tasks, on-site data management and statistical programming services to support reviewers in the quality assessment, reorganization, data transformation, and/or “data clean up” activities typically required to support data analysis and evaluation during the regulatory product life cycle. The Contractor is to provide technical assistance to support scientific computing and business informatics. The Contractor shall furnish data management specialists, statistical programmers and /or necessary personnel and services to accomplish work assigned by means of Task Orders, specifying the work to be done. The end result and goals of this contract are to meet scientific data management needs including data transformation, collaboration with FDA to identify and establish efficient and comprehensive data management procedures, and to ensure sustainability of the procedures that are developed and established by providing transfer of knowledge to the government. Data management and statistical programming needs will be identified within the scope and objectives of each Task Order. Contractor shall work collaboratively with the government review teams in order to achieve the desired end result. This may include support for extraction of data from large databases including but not limited to the Centers for Medicare & Medicaid Services (CMS), and actively working with review teams to assist with “data clean-up”, reformatting, or other data preparation activities during the drug review process. This is a commercial items prepared in accordance with the format in FAR Subparts 12.6. The Government intends to issue a Request for Proposal (RFP) on or around August 18, 2008. Solicitation no. is FDA-SOL-08-00888. This is an IDIQ contract in which T&M or Labor Hours orders are anticipated to be issued.
