- THIS IS A PRELIMINARY NOTICE TO DETERMINE IF THERE IS INTEREST IN PERFORMANCE OF THIS PROJECT BY HUBZONE SMALL BUSINESS CONCERNS, 8(A) SMALL BUSINESS CONCERNS OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS CONCERNS (Details Below). Prime Contractors who are HUBZone small businesses, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@fhwa.dot.gov or by telefax to 720-963-3360 (Attn: Brenda McGehee) for receipt by close of business (4 p.m. local Denver time) on August 20, 2008: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program or acceptance to the service-disabled veteran-owned small business program (must be obtained prior to date of this synopsis); (3) letter from bonding agent stating bonding capability, to include single and aggregate totals; and (4) a listing of experience in work similar in type and scope of this proposed synopsis. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone, 8(a), or service disabled veteran-owned small business concerns. Failure to submit all information requested will result in a contractor being considered not interested in this solicitation. A decision on whether this will be pursued as a HUBZone, 8(a), or service disabled veteran-owned small business set-aside or on an unrestricted basis will be made following the due date and posted as an amendment to this sources sought on the Federal Business Opportunity website at www.fbo.gov. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: The base schedule for this project will consist of full depth recycle with a 2-inches of hot asphalt concrete pavement, cleaning CMP and ditches, replacement of CMP, and replacement of guardrail on 11.3 miles. There are three optional schedules: (1) Option X – spot overlay, spot recycle/overlay, patching, crack sealing, underdrain, clean CMP and ditches, and replacement of CMP on 6.6 miles; (2) Option Y – remove and replace concrete bridge with 0.6 mile roadway approaches on new location in wetland areas; and (3) Option Z – 1-inch of additional overlay of hot asphalt concrete pavement on Schedule A. The projects begins at approximately Mile Post 24.5 just west of Clay Butte Lookout access road and ends at Mile Post 43.1 at the Wyoming/Montana State line. The 11.3 miles of the base schedule is over Beartooth Pass, beginning at Mile Post 31.8 just east of Long Lake Bridge and ends at Mile Post 43.1 at the Wyoming/Montana State line. The Bridge replace is at Little Bear Creek, immediately west of the Top of the World Store. Estimated price range for the base schedule and all three options is between $10,000,000 and $15,000,000. The principal work items on the base schedule include: lump sum contractor testing; lump sum construction schedule; removal of 3,100 m of fence; 4,000 m3 of subexcavation; 4,000 m3 of select topping; 30.000 km of shoulder reconditioning; 1,800 m of ditch reconditioning; 115,000 m2 of pulverizing (150 mm depth); 17,000 tons of superpave pavement; 185 tons of prime coast; 420 m2 of asphalt paved ditches; 4,000 hrs of temporary traffic control (flagger); along with associated survey and staking, soil erosion control, pipe culvert, special labor, pavement markings, and traffic control equipment. Tentative advertisement date is September 9, 2008. PLEASE NOTE: The Invitation for Bid (IFB) will not be available until September 9, 2008. On that date, the IFB may be downloaded from the Federal Business Opportunities (FBO) website at www.fedbizopps.gov. PLANS WILL ONLY BE AVAILABLE ELECTRONICALLY ON THE CFLHD WEBSITE at http://www.cflhd.gov/procurement/construction/advertised-projects.cfm Technical questions specific to the project will not be addressed by FHWA until the project is officially advertised.
