Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W9113M-08-T-0005 is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13.5. The NAICAS code is 334511. The small business size standard is 750 Employees. This acquisition is a 100% setaside for small business. Offers shall be submitted as firm, fixed prices. This action will result in the award of a firm fixed price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 (see http://www.acqnet.gov/far/fac.html) The clauses and provisions referenced in this solicitation may be obtained in full text form at http://www.arnet.gov/far. Brand Name or Equal Requirement for a Heartbeat Detector: The Government requires three (3) each Geovox AVIAN Heartbeat Detector systems, model 2700-12-M6 or equivalent, hereafter referred to as AVIAN Heartbeat Detector System, and AVIAN training, or equivalent, on the use of these detector systems. The offeror shall provide three (3) each Geovox AVIAN Heartbeat Detector systems, model 2700-12-M6, or equivalent, that meets the following minimum requirements: Description of System: One (1) self-contained computer with touch screen monitor One (1) Enclosed Space Detection System (ESDS) software Copyright 1995-2001 BWXT Y-12 LLC and UT-Battelle, LLC under license from the United States Department of Energy and Oak Ridge National Laboratory. For example, using data from system sensors, the system shall find the shock wave generated by the beating heart, which couples to any surface or object with which the body is in contact. The system collects the data and analyzes it using advanced signal processing algorithms to detect a hidden person. The system shall include a ruggedized laptop computer, with an external touch-screen monitor no larger than 21 and external detection sensors. The system shall possess the ability to distinguish between various vehicle types (i.e., sedan, ton pickup, etc). The system shall be configured to permit the operator to use the touch-screen to select the vehicle type prior to beginning the vehicle scan. The processed data shall provide the operator with a pass or search indication. The system shall possess internal storage capacity of 4G The system shall include a universal power supply capable of being operated from 12V, 24V, 110V and 220V. The basic operating system of the personal desktop computer shall be XP Professional. The sensors that attach to the vehicle or container shall be configured in such a manner as to accommodate spooling out, and retracting, of connector cables for rapid and easy deployment and retrieval. The AVAIN training shall be conducted at Eglin AFB, FL. The class size will be 6-10 students. The offeror shall provide training material for a maximum of 10 students. The specific training date shall be no later than 30 calendar days after receipt of the AVIAN Heartbeat Detector Systems. All materials shall be NEW MATERIALS. The offeror shall provide a standard commercial warranty of no less than one-year. The offeror shall supply written operation and technical manuals. Delivery is desired within 30 days after contract award and is required within 90 days of contract award. All items will be inspected at destination. Acceptance shall be made by the Contracting Officer. Pursuant to provisions 52.212-1, Instructions to Offerors Commercial and 52.212-2, Evaluation Commercial items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The specific evaluation criteria to be included in paragraph (a) of 52.212-2 are (1) Technical capability of the item offered to meet the Governments minimum requirements based on examination of product literature or technical approach narrative. Offerors whom exceed the minimum stated specification requirements will receive scores reflecting a rating above acceptable or neutral; (2) Delivery Schedule; (3) Price; and (4) Past Performance. The evaluation criterion is listed in descending order of importance. Technical and delivery schedule, when combined, are of equal importance and collectively of greater importance than price. Price is slightly more important than past performance. The proposal must clearly demonstrate an understanding of the requirement and the ability to meet the specifications, as stated. General statements that the offeror can or will comply with the requirements, or parroting back of the requirements will not constitute compliance with this requirement concerning the content of the technical proposal. The offeror shall provide a crosswalk between the specifications of the items proposed and the requirements set forth herein. For ease of evaluation, it is requested that all of the specifications and salient characteristics be listed in a Microsoft Excel worksheet with the specifications of the left column and corresponding characteristics of the items offered on the right column. The offeror shall also include a summary of the items offered and product literature that clearly demonstrates compliance. When an item is modified to meet the requirements of this solicitation and the characteristics of the modified item are not clearly depicted in the product literature, the offeror shall note such and certify the characteristics of the item offered. The offeror shall clearly indicate the delivery date, stated in calendar days, for all items to be delivered FOB Destination to JPEOCBD JPM Guardian, 5109 Leesburg Pike, Suite 401B, ATTN: Tony Seals, Falls Church, VA 22041. The offeror shall submit past performance information for the same or similar items provided within the last three calendar years. The past performance information shall include point of contact (offerors are encouraged to ensure all information is current) to include name, position, telephone number and email address; contract number; summary of items delivered; price for items delivered; and, statement of any problems encountered and resolution provided regarding performance, schedule or price. The offeror shall provide a unit price for each system (CLIN 0001) and a lump sum price for the training (CLIN 0002) all items and services shall be FOB Destination. The price for training shall include all costs associated with travel, lodging and per diem. If items are offered under a GSA Schedule, the offeror shall clearly annotate which items are included in the GSA schedule, and which are not. The offeror shall clearly annotate and provide evidence of GSA Schedule prices and any discounts offered to the GSA Schedule price. The offeror shall provide literature that indicates the offerors standard commercial pricing, and shall discuss any discounts offered for this acquisition that differ from the standard commercial pricing. Failure to provide all information, in at least the format and content stated herein, may render the offer unacceptable and the offeror will not be considered.
