- This is a sole source requirement in accordance with FAR 6.302-3 Industrial mobilization; engineering, developmental, or research capability; or expert services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The General Services Administration (GSA) intends to award a sole source a contract to Anderson, Ronald at 51 Possum Way, New Jersey 07974-1215 on the basis of other than full and open competition under the authority of FAR 6.302-3 Industrial mobilization; engineering, developmental, or research capability; or expert services. Specifically, FAR 6.302-3 (a) Authority. (1) Citations: 10 U.S.C. 2304(c)(3) or 41 U.S.C. 253(c)(3). (2) Full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to (iii) To acquire the services of an expert or neutral person for any current or anticipated litigation or dispute. The solicitation number is GS-02P-08-CV-P-0017 and is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2005-26, Effective June 12, 2008. This acquisition will be awarded as a Firm Fixed Price (FFP) and is being conducted in accordance with Federal Acquisition Regulations (FAR) Part 12- Commercial Items and in conjunction with FAR 13-Simplified Acquisition Procedures. Solicitation incorporates by reference and/or full text FAR 52.212-1, 52.212-3, 52.212-4, and 52.212-5, which may be located by visiting the world-wide web at http://www.arnet.gov/. The North American Classification System (NAICS) Code is 541611; Administrative Management and General Management Consulting Services and the small business size standard is $6.5M. The contractor shall provide the following: Contract Line Item 0001: Provide claim analysis and consultation to GSA counsel in relation to Civilian Board of Contract Appeals Case. This notice satisfies the requirement of FAR 5 for publicizing contract opportunities. Firms wishing to challenge the sole source decision must issue a letter of interest, referencing solicitation number GS-02P-08-CV-P-0017. Businesses must provide rationale as to why they should be considered.
