- Sources Sought Integrated Modular Medical Support Systems (IMMSS) Posting Date: 12 August 2008 Closing Date: 29 August 2008, 4:00 pm CST 1. CONTRACT INFORMATION: The Huntsville Center, U.S. Army Corps of Engineers (USACE) will select firms for the provision of modular medical systems furniture and associated services for various medical facility, medical research, and medical laboratory projects to award Indefinite Delivery Contracts (IDC). The contracts addressed by this notice will provide products and services worldwide. The contracts are anticipated to be used for projects in support of U.S. Army medical facilities, the U.S. Army Health Facility Planning Agency (HFPA) and other approved customers. Firms will be selected for negotiations based on demonstrated competence and professional qualifications for the required work. The Government anticipates award of three (3) to five (5) ID/IQ contracts, each with one base year ordering period and four one-year options. The total amount of each contract over the five year ordering period is expected not to exceed $50,000,000. The program capacity shared by all awarded contracts will be approximately $230,000,000. Historically, this work has resulted in task orders ranging from $5,000 to $500,000. The selected firms must be able to execute at least ten simultaneous task orders ranging in value from $5,000 to $5,000,000. Work will be issued by negotiated firm-fixed-price task orders. The initial contract is anticipated to be awarded in Fiscal Year 2009. The Huntsville Center, Corps of Engineers, intends to solicit and award multiple indefinite delivery contracts for modular medical systems furniture and associated services. The Government is performing market research in order to identify all interested businesses, both large and small, and to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations (small business, 8(a), certified HUBZone and/or Service Disabled Veteran Owned). Interested firms who meet the capability requirements identified in this notice are requested to submit a capabilities statement form as discussed below. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any, will be set-aside for small business competition. 2. PROJECT INFORMATION: The US Army Engineering and Support Center in Huntsville, Alabama (CEHNC) has a $230 million requirement over the next five years for the provision of modular medical systems furniture, identified as Integrated Modular Medical Support Systems (IMMSS), and associated services to Government medical facilities throughout the Continental United States, District of Columbia, Alaska, Hawaii, U.S. territories and possessions, and various overseas locations. IMMSS is comprised of modular furniture product lines with components that are reconfigurable and interchangeable within each product line. IMMSS was initially developed and provided to the Government by Herman Miller for Healthcare under an expired negotiated Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with MEDCOM Contracting in 1996 and further provided to the Government under a follow-on sole source ID/IQ contract in 2005. Herman Miller is currently the sole IMMSS contractor. Other manufacturers also provide systems to MEDCOM facilities outside the IMMSS program. The Government is currently performing market research to determine if there are other vendors who are capable of performing the IMMSS requirements. The basic requirement is to provide integrated modular furniture systems for the healthcare environment that are easily interchangeable and reconfigurable with a high percentage of reuse. Systems shall include both healthcare environment specific applications and features as well as office applications features. Healthcare and office systems components within a product line shall be physically and architecturally compatible and interchangeable. Systems and components for healthcare environments should be able to be cleaned using a cart washer, wand-washed or steam cleaned. Systems shall generally be in compliance with MIL-STD-1691, which can be found at http://www.wbdg.org/ccb/browse_org.php?o=24. Required systems include applications for examination rooms, treatment rooms, nurse and reception stations, pharmacies, laboratories, dental clinics, offices, administrative and logistics functions, waiting areas, veterinary clinics, research, classroom/training, and other related functions in medical facilities. Physical integration and/or compatibility with existing Herman Miller IMMSS systems, or systems made by other manufacturers, can be required. It is anticipated that approximately 50% of the work will require architectural and/or physical integration with existing Herman Miller IMMSS systems. The remaining 50% of the work will not require integration with existing Herman Miller IMMSS systems. A small portion of the remaining work may require integration with systems made by other manufacturers, but most is expected to be initial outfitting of facilities or areas that will not require integration with existing systems. Associated services will include design, delivery/transportation, installation, minor facility renovation or repair work performed during installation, maintenance, reconfiguration services, restorative services, panel fabric replacement services, clinical analysis services, extended project management services, inventory services, warehousing services, product orientation training, etc. The contractor will be required to have knowledge and experience with patient centered design principles, evidenced based design, and Leadership in Energy and Environmental Design (LEED). 3. SUBMISSION REQUIREMENTS The decision to reserve award(s) for qualified small business under a multiple award acquisition is being considered pending the evaluation of responses to this sources sought announcement. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 337214 (Office Furniture (except Wood) Manufacturing) either singly or as part of an assembled team. A capability statement has been posted to http://www.hnd.usace.army.mil/engr/IMMSS/Default.aspx for your use. Interested firms should go to the website and download the capability statement. The capability statement should then be completed and returned no later than 29 August 2008, 4:00 p.m. CST, via email to Contract Specialist, Lillian T. Fox and Contracting Officer, Tonju L. Butler at DLL-CEHNC-IMMSSPREAWARD@usace.army.mil. All completed capability statements received will be analyzed in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine if the pool of qualified interested firms is significant enough for a restricted competition under the authority of any small business procurement program identified in FAR 19. If after review of all responses, the Government determines that there are not enough qualified firms to perform this requirement, the Government may solicit the acquisition as an unrestricted requirement to be procured under full and open competition procedures. This synopsis is for information and planning purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting a response to this notice. NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED.
