- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subart 12.6 and guidance of FAR 13.5 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Proposals number M67854-08-R-8139. This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 511210. The SBA size standard in Million of Dollars is 23.0. The Marine Corps Systems Command, Program Manager for Training Systems (PMTRASYS) intends to contract, on a NON-COMPETITIVE basis, with Alelo Tactical Language Training, LLC, (hereinafter Alelo), 11965 Venice Boulevard, STE 402, Los Angeles, CA 90066-3978 for the purchase of one year of computer programming and application software upgrades (Tactical Bahasa software executable program) and warranty service for a Period of Performance of 30 September 2008 thru 29 September 2009. PMTRASYS currently uses software applications developed by Alelo to train its Marines in various languages essential in communicating when deployed to the Middle East. The proposed contract action resulting from this synopsis/solicitation for commercial services is the Governments intention to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons/parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis/solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, and for informational purposes of future procurements. The contractor for this proposed Sole Source contract is: Alelo, Cage Code 37RE6. This is a Sole Source Procurement. The government intends to award a contract resulting from this solicitation to the responsible bidder proposal conforming to the solicitation which will be most advantageous and BEST VALUE to the Government, price and other factors considered. SOLE SOURCE JUSTIFICATION Purchase of the Tactical Bahasa software executable program, which is Post Deployment Software Support (PDSS) for the existing Tactical Language Training System software previously purchased by the Government from Alelo, is necessary for the continued training of PMTRASYS Marines deployed to the Middle East. Alelo is the creator developer and patent holder of the Tactical Bahasa software executable program Software and is the only known contractor that can provide the Tech Support and Warranty Service and required Upgrades for this system. To develop and duplicate this effort would cost the Government an estimated amount of: $10 to $15 Million Dollars over a five year period. The estimated cost for the Tactical Bahasa software executable program software and warranty is $539,000.
