- This synopsis is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to solicit and negotiate, on a sole source basis, a contract to perform repair of the AN/ALR-56M Advanced Radar Warning Receiver (RWR) Circuit Card Assembly (CCA), which is a Shop Replaceable Unit (SRU) installed in the Line Replaceable Assembly (LRU), the Analysis Processor, NSN 5865-01-463-1950EW. The applicable NSN for the CCA is 5998-01-469-6986EW. The Government intends to solicit BAE Systems, Electronics and Integrated Solutions, 100 Campus Road, Totowa, NJ, 07512-1213, only, for the services described herein. Cage Code 81413. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(g). The Government does not own sufficiently detailed dimension and testing data to allow other than the approved source described above to repair the CCA. The instant contract is anticipated to be awarded as a Cost Plus Fixed Fee type instrument. The approximate award date is 30 Sept 2008. A solicitation will be issued on or about 29 August 2008. Delivery requirements are 60 days after receipt of order, at a rate of approximately 5 per month. Quantity will be 24 CCAs. This synopsis is not to be construed as a commitment by the Government, or as a Request for Proposals or Quotes. Interested parties may identify their interest and capability by submitting a Statement of Capabilities to Mr. Garett Nelson at Garett.Nelson@robins.af.mil. A determination by the Government whether or not to compete the instant contract based upon an assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation or selection process.
