Description
Requirement will consist of five (5) NSNs considered to be Battery, Storage. Solicitation will result in an Indefinite Quantity Contract for a one year base period and four option periods. Solicited on a Full and Open competitive basis. These items are under QPL-8565 and the approved sources are Concord Battery, CAGE 63017 and Enersys Energy, CAGE 0WY95. All items will require FOB Destination and Origin inspection unless otherwise stated. All items are shelf life items, critical application items, and require MSDS in accordance with FED-STD 313. These items are not commercial. Direct access to defense and federal specifications, standard, and related standardization documents is available on the Internet via http://assist.dapsmil or http://wwwdodssp.daps.mil Items will be shipped to Tracy, CA; New Cumberland, PA; and Richmond, VA. Pricing will be evaluated on the Estimated Annual Demand (EAD) for each NSN, there will be a Guaranteed Minimum Qty (GMQ) for each NSN for the base period only. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. The following NSNs are included: (1) 6140-01-131-8104; D8565/4-1; EAD 1027 each, GMQ 257 each, delivery of 57 DARO. End item: F-18 A-D, F-117A, A-6E, H-46, UH-60A/D Aircraft. (2) 6140-01-266-1633; D8565/5-1; EAD 713 each, GMQ 179 each delivery of 47 DARO. In addition, this NSN is a Critical Safety Item and requires Production Lot Testing. Surge requirements exist for this NSN in the amount of a monthly wartime requirement of 88 each. End Item: C-130, AC -130A/H, E/HMC-130, T-37 Aircraft; HH-UH-1 helicopter. (3) 6140-01-266-1634; D8565/5-2; EAD 359 each, GMQ 90 each delivery of 48 DARO. Surge requirements exist for this NSN in the amount of a monthly wartime requirement of 10 each. End item: C-130, F-16 and AC-130 Aircrafts. (4) 6140-01-422-0006; D8565/7-2; EAD 178 each, GMQ 45 each delivery of 73 DARO. In addition, this NSN requires Production Lot Testing. End item: Harrier, Osprey V-22 AF, Osprey V-22A, Marine A/C. (5) 6140-01-474-6576; D8565/1-2; EAD 447 each, GMQ 112 each delivery of 47 DARO. This NSN requires Destination inspection. Solicitation issue date is September 15, 2008. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. A copy of the solicitation will be available via the DIBBS Website https://www.dibbs.bsm.dla.mil/ on the issue date cited in the RFP. One or more of the items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. A paper copy of this solicitation will not be available to requestors.
