Description
NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Sea-Bird Electronics, Inc., of Bellevue, WA for the purchase of replacement parts for an existing SeaBird Conductivity-Temperature-Depth (CTD). The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for two each of the following: CLIN0001 P/N 9plus. Underwater units for 911 plus CTD with Aluminum housing meters and pressure sensors. CLIN0002 P/N 9p-4c. RS-232 Serial output interface. CLIN0003 P/N 43. Dissolved oxygen sensors with titanium housing connectors. CLIN0004 P/N 27. Combination pH/ORP sensors. These items must be compatible with NOAA's existing SeaBird 911 Plus CTD systems which were previously purchased and are currently onboard the NOAA ship OKEANOS Explorer. Market research has determined that these items are unique instruments and replacement parts are not interchangeable between manufacturers. SeaBird Electronics is the only known vendor that can meet the government's requirement to provide replacement parts for the SeaBird 911 Plus CTD system. Delivery shall be 60 days after receipt of order. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
