Description
The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers for Phase I Environmental Due Diligence Audits (EDDA) and Environmental Assessments (EA) at potential Air Traffic Control Tower (ATCT) construction sites. The construction of the ATCT located at the Traverse City Cherry Capital Airport (TVC), and at Kalamazoo Battle Creek Airport (AZO), both located in the state of Michigan. One contract will be awarded for the EDDA and EA at TVC and one contract will be awarded for the EDDA and EA at AZO. Environmental Due Diligence Audits (Phase I) shall be performed in accordance with FAA Order 1050.19B entitled "Environmental Due Diligence Audits in the Conduct of FAA Real Property Transactions" dated 10/3/07. Environmental Assessments shall be performed generally in accordance with FAA Order 1050.1E entitled "Policies and Procedures for considering Environmental Impacts" dated 06/08/2004. Both of the FAA orders are attached to this announcement. Individual Statements of Work which will expand on the project specific requirements will be included in the respective solicitation packages. Interested firms should meet the personnel qualifications outlined in the FAA orders referenced in this announcement, along with the standards and practices for All Appropriate Inquiry regulations (40 CFR 312) as mandated by the Brownfield Act of 2002 amendments to the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). The standards and practices for All Appropriate Inquiry requires that the person overseeing the conduct of the all appropriate inquiries and who signs the written report must meet the definition of an Environmental Professional provided in Section 312.10 of the final rule. 1.This effort is a total set-aside for Small Business Concerns2.The North American Industry Classification System (NAICS) is 541620, Environmental Consulting Services. The small business size standard is $6.5 million.3.The estimated offer range for each of these projects is between $100,000 and $250,000. 4.At least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the prime contractor. 5.NOTE: Contractors must have active registration in Central Contractor Registration (CCR) before award can be made. Contractors can register at www.ccr.gov. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
