Description
NASA/KSC has a requirement for the follow-on contract to NASA KSC IT, TechDocsupport for software maintenance for ten application servers hosting the TechDoc DocumentManagement System, Records Management System and Metric Management Systems to supportKSC, NSSC, SSC and other non-KSC NASA organizations.NASA/KSC intends to purchase the items from Prevo Technologies, Inc. This softwaremaintenance support is not available from any other source. Prevo Technologies, Inc. hasdeveloped and possesses proprietary source code and architectural techniques that make upthe core to this software system and its source code. They are the only organization thatpossesses expertise with the core software source code. Prevo Technologies, Inc. was theoriginal creator of the work which is the core software source code. They have been thedeveloper and maintainer of the source code for the initial prototype, the initialproduction version and subsequent production versions up to the current release, version3.0. This makes Prevo Technologies, Inc intimately familiar with the proprietary sourcecode and architecture requiring extension and new functionality.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 27, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
