- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase one (1) each of the trailer-mounted temperature conditioning chamber in accordance with the Statement of Work (SOW) shown below. The chamber will be used for ordnance testing on the Main Range at NSWCDD. The SOW provides performance characteristics and configuration details for the chamber; however, there is latitude for vendors to propose various chamber designs and configurations that will meet these requirements. This requirement shall be awarded under Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 333415 with a size standard of 750 employees. This requirement is 100 percent set-aside for small business distributors and FAR 52.219-6 Notice of Small Business Set-Aside (June 2003) is applicable. The award shall be firm fixed priced. Delivery on or before 30 September 2008 is required. Any questions concerning the specifications should be received by 15 August 2008 to ensure timely evaluation and award of this requirement. Award of this requirement shall be based on: (1) Ability to meet specifications; (2) Delivery on or before 30 September 2008; (3) Price; and (4) Past performance. FOB Destination Dahlgren, Virginia shall apply. STATEMENT OF WORK GENERAL DESCRIPTIONNominal exterior dimensions of the trailer are 18 feet long, 8 feet wide and 10 feet high. The nominal interior dimensions of the conditioning chamber are 8 feet long and 7 feet wide, with minimum height of 6 feet, 10 inches. The chamber shall be capable of a 50 deg F to +160 deg F temperature range. Cooling and heating shall be provided by a forced-air conditioning system, with cooling via a cascade refrigeration system. The floor of the chamber shall support at least 5000 pounds of ordnance. DETAILED CHAMBER SPECIFICATIONS: C.0The contractor shall deliver a temperature conditioning trailer at NSWCDD, to be installed on the main gun range. The chamber shall meet the requirements outlined in this statement of work. DESIGN REQUIREMENT: C.1TRAILER CONSTRUCTION C.1.1The desired exterior trailer dimensions are approximately 18 feet long, 8 feet wide and 10 feet high. C.1.2The interior walls, doors, and floor of the trailer shall have no nonconductive surfaces exposed. C.1.3Chamber thermal insulation shall be a minimum of 4 inches of urethane foam in walls, ceiling, and floor. Other insulation materials that provide equal or better performance over the prescribed temperature range may be substituted. C.1.4The chamber floor shall support at least 5000 pounds live load. C.1.5The trailer shall be divided into two portions, a temperature conditioning chamber and an equipment access area. The conditioning chamber shall be accessed through the rear of the trailer by single or double doors at least 60 inches wide and 78 inches high. The equipment area shall be accessed separately, through the front of the trailer, and by doors of similar size. The conditions inside the conditioning chamber shall be controlled from the equipment area. C.1.6The height from the floor of the trailer to the ground shall not exceed 24 inches. C.1.7The trailer shall be built to withstand several years of outdoor storage with no deterioration in temperature conditioning performance. C1.8The trailer shall be supported on two 6000-pound heavy-duty axles. C.2CONDITIONING SECTION C.2.1Both the heating and cooling of the test items shall be accomplished using a forced-air system. C.2.2No material, such as liquid nitrogen or carbon dioxide, shall be injected into the conditioning chamber to achieve the required temperature conditions. C.3REFRIGERATION SYSTEM C.3.1The refrigeration system shall be designed with 5HP semi-hermetic compressors or other refrigeration system of equal performance. C.3.2The system shall provide adequate cooling of the compressors and the system shall be designed with CFC-free refrigerants. C.3.3The refrigeration system does not require explosion-proof electrical wiring. C.3.4No material, such as liquid nitrogen or carbon dioxide, shall be injected into the chamber to achieve the required temperature conditions. C.4HEATER REQUIREMENTS C.4.1Heating shall be accomplished by open coil nichrome or equivalent electric resistance heater elements. C.4.2The heater shall be located in the equipment area of the trailer, or in another location outside of the conditioning chamber. Heat shall be provided to the chamber by forced air. C.5ELECTRICAL POWER C.5.1The system shall be designed to operate with 208 Volt, 3 Phase power. C.5.2The system shall be wired to a disconnect switch. C.5.3The system does not require explosion-proof electrical wiring. C.6CONTROL SYSTEM C.6.1The temperature control for the system shall be maintained using a digital electronic controller. This controller shall be able to specify temperature sequences and durations, and shall maintain the specified temperatures within 2 degrees F. C.6.2Temperatures shall be recorded by an electronic logging device. This device shall be equipped with a USB port, from which the data is downloadable. C.7INSTALLATION C.7.1The government will be responsible for the following: Services consisting of electrical power, water, drain, and interface to within ten feet of the equipment. C.7.2The vendor will be responsible for the following: Trailer delivery to NSWCDD, labor and materials for utility connections, all aspects of the refrigeration system. C.8DOCUMENTATION C.8.1The contractor shall deliver two complete sets of instruction manuals that include as-built documentation of the electrical and mechanical systems. C.9TRAINING C.9.1Upon completion of the installation, an on-site training session shall be provided to NSWC personnel on the operation and basic maintenance of the trailer and its control equipment. C.10ACCEPTANCE C.10.1The vendor shall demonstrate performance of the fully assembled and operational trailer at the vendors facility. C.10.2Final acceptance of the trailer will take place only after trailer operation is demonstrated at NSWCDD. C.11WARRANTY C.11.1The contractor shall provide a standard commercial warranty which shall be no less than 12 months from the date of installation. C.11.2The contractor shall be responsible for labor charges in connection with repair or replacement for a period of at least 90 days from date of installation. This announcement is the only quotation being issued. The quotation number is N00178-08-Q-1280. Quotations are due 21 August 2008 no later than 2:00 p.m. local NSWCDD time (EDST) to Naval Surface Warfare Center, Dahlgren Division, 17632 Dahlgren Road, Suite 157, Dahlgren, VA 22448-5110 at Building 183, First Floor, Room 102A.
