Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Internal Revenue Service (IRS) has a requirement to purchase a Commerical-off-the-Shelf (COTS) Software package that is IRS Enterprise Architecture (EA) Compliant that will provide a comprehensive method for tracking and monitoring all Public Laws affecting the IRS, the law provisions and all implementation actions. The IRS intends to issue a competitive RFQ for the brand name Entellitrak. The IRS has a need to use the brand-name software, Entellitrak, because it is essential to the Government’s requirements for role-based software that is an enterprise-level Web-based application, which provides a broad range of data processing and management capabilities, including specialized features/capabilities to provide government agencies and departments the ability to track and manage data. Entellitrak employs a thin-client implementation that requires no client-side support files. User access to the system is provided exclusively through web-browsers. The browser supported by Entellitrak is MS Internet Explorer version 6.0 or higher and FireFox browser. Entellitrak utilizes industry standard J2EE 1.4 compliant application server and is designed from top to bottom with platform independence to avoid hardware or software vender lock-in. Additionally, Entellitrak can support either an Oracle Database or SQL Server Database platform. This platform independence and compatibility means Entellitrak can deploy on either Windows-based or Unix systems. Entellitrak fully supports Section 508 accessibility requirements. There is no other software that has the specialized features/capabilities as the Entellitrak software. MicroPact Engineering, Inc. is the developer and sole-source of the Entellitrak software and has not authorized the software to be sold through any other sources outside of their company; therefore, it can only be purchased through this company. This is a RFQ notice of intent to procure the brand name Entellitrak. The IRS is not requesting information from resellers of the brand name but manufacturers that can perform the brand name equivalent. All manufacturers that can perform the equivalent function/services should submit their technical qualifications and literature to the following address: 6009 Oxon Hill Road, Suite 500, Oxon Hill, MD 20745 or e-mail to Tara.L.Burfening@irs.gov. The Government intends to award a firm fixed price order. All responsible sources who can provide the above requirements shall submit written quotations no later than 5 days from the posted date of this announcement. No solicitation will be issued, therefore, requests for solicitations will be considered non-responsive. If no responses are received the award will be made to MicroPact Engineering, Inc. Delivery and acceptance is at Internal Revenue Service, Attn: Yolanda Myers, 1111 Constitution Avenue, N.W., Washington, DC 20224. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. Offerors shall prepare quotes in accordance with FAR provision 52.212-1, Instructions to Offerors-Commercial and shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial. Responses that do not contain this information will be considered non-responsive. Offerors will be evaluated in accordance with FAR provision 52.212-2 with the following significant evaluation factors: Technical and Cost. Award will be made to the lowest priced, technically acceptable offer. The contractor will be required to comply with FAR provision 52.214-4, Contract Terms and Conditions—Commercial Items, in its entirety. Under FAR provision 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items, the contractor shall comply under paragraph (b) with the following FAR provisions: 52.203-6., 52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.233-3 and 52.239-1. Quotes shall be sent to: Internal Revenue Service, Office of Procurement, 6009 Oxon Hill Road, Suite 500, Oxon Hill, MD 20745, Attn: Tara Burfening, OS:A:P:I:D:A, on or before 10:00 a.m., EST, August 18, 2008. E-mail quotes will be accepted and shall be sent to Tara.L.Burfening@irs.gov. These responses must contain required signatures.
