- The U.S. Department of Transportation, Research and Innovative Technology Administration (RITA), John A. Volpe National Transportation Systems Center (Volpe Center), in supporting the Maritime Administration (MARAD) plans to issue a competitive Request for Quotation (RFQ) in accordance with Simplified Acquisition Procedures, FAR Part 13, to install a new Fire Detection and Alarming System onboard the U.S. MARAD Vessel Nuclear Ship Savannah (NSS). The contractor shall provide all labor, materials, and Certified Fire Alarm Manufacturer technicians to install and terminate all the fire alarm devices, associated equipment, panel hook-ups, test, commissioning and training for the fire detection and alarm system. A detailed Statement of Work (SOW) will be set forth in the RFQ. The RFQ issuance date will be on or about August 27, 2008. The applicable NAICS Code is 541990. The size standard is no more than $6.5M. The solicitation and any documents related to this procurement will be available on the Fedbizopps website at the following address: http://www.fedbizopps.gov and on the Volpe Center Acquisition Division home page at the following address: http://www.volpe.dot.gov/procure/index.html. Offerors desiring to receive electronic notification of the solicitation's posting and availability for downloading may register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will not pay for any information received. NOTE: All contractors must be registered in Central Contractor Registration (CCR) in order to receive award from a DOT Agency. Contractors may access the site at http://www.ccr.gov to register and/or obtain information about the registration process. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted on-line through On-Line Representations and Certifications Application (ORCA). ORCA is a web based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. Potential offerors are highly encouraged to complete the on-line provisions within the Representations and Certifications at https://orca.bpn.gov. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
