- The United States Army CECOM Life Cycle Management Command (CECOM LCMC) intends to modify the Firm-Fixed-Price Contract Number W15P7T-06-C-W006 to increase the Time and Materials (T&M) ordering ceiling on a non-competitive basis under the Authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source to DRS-C3 Systems, Inc. (DRS-C3). The proposed contract modification will provide additional installation and engineering support services for Tactical Wheeled Vehicle (TWV) Drivers Vision Enhancers (DVE) onto M1151 vehicles being deployed in Operation Iraqi Freedom/Operation Enduring Freedom (OIF/OEF). DRS-C3 is the only source with the knowledge, training, and equipment to provide installation and engineering support services for the DRS system being installed onto the M1151 vehicles. The DVE A-Kits were designed specifically for M1151 vehicles and are currently being produced under the present DRS-C3 A-Kit contract. There are no other sources currently producing or trained to install these items. The value of this T&M increase to the basic contract is $2.9 million dollars.
