Description
Synopsis of the proposed construction Michie Stadium Phase - Architectural / Structural Restoration, West Point, NY The New York District Army Corps of Engineers proposes to perform a project to repair Michie Stadium Phase IV, at West Point New York. The scope of work includes repairs and alterations to the existing portions of Michie Stadium which encompasses the areas known as the Lower Concourse Level, East Stadium Seating Deck, Gate 1, Gate 3, Underside Northern Bleacher Seating Deck and Northwest Concession Plaza, Mid-West Stands and Concession Area, Upper West Stands and Concession, all on the North, South and West sides of the playing field as well as isolated modifications to the grading, storm water, plumbing, and electrical systems. Package B includes installation of new life safety and sprinkler systems. This work is divided into two Packages: Package A (Base Bid) and Package B (Option Item). The Contractor shall be required to commence work under this contract within five (5) calendar days after the date the Contractor receives the notice to proceed. The Contractor shall be required to complete the entire work ready for use not later than 485 calendar days after the date the Contractor receives the notice to proceed. Estimated Construction Cost Range: $10,000,000 to $15,000,000. Number of Drawings: Package A : 83 Dwgs; Package B: 23 Dwgs. Number of Specification: 1,300 Pages. Liquidated Damages - $1,074.00 per calendar day of delay until all work under the contract are accepted. This is an 8(a) Competitive Procurement. The 8(a) competition is limited to U. S. Small Business Administration Region II The North American Industry Classification System (NAICS) code is 236220, Construction. The business size standard is $31,000,000. The SIC CODE is 1542, General Contractors-non residential building The media selected for issuance of the synopsis/solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet and CD-ROM. Paper copies of this solicitation and amendments if any will not be available or issued. All vendors who want to access solicitations will be required to register with Central Contractor Registration (CCR) (www.ccr.gov). Business opportunities can be located on Federal Business Opportunities ( https://www.fbo.gov ). Lack of registration in the CCR will make an offeror ineligible to download the solicitation and for award. Information on CCR registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. NOTICE: The Federal Acquisition Regulation requires that Past Performance Information (PPI) be collected on DoD contracts. The Government has now implemented a web-enabled application that collects and manages contractor past performance data. Effective 1 Apr 2007, the system, CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (CPARS) requires both the contractor and government to submit their portion of the CPARS report via the internet for service contracts in excess of $1,000,000. More definitive guidance and instructions will be incorporated in the solicitation and resultant contract.
