Description
The purpose of this Request for offers is to seek competent and qualified contractors to Construct Modular Buildings at the Air Route Traffic Control Center (ARTCC), located in Longmont, Colorado SUMMARY OF WORK: Demolition of existing 12' x 54' trailerInstallation of new modular building(s) with nominal external dimensions of 48' x 60' NAICS CODES FOR THIS WORK: 236220, 237990, 238990 ESTIMATED VALUE: $100,000 - $250,000 PLEASE SEE ATTACHED REQUEST FOR OFFERS (RFO) PACKAGE, SPECIFICATIONS, DRAWINGS AND DAVIS BACON WAGE RATES. SEE SECTION "L" OF THE RFO FOR INFORMATION ON PROPOSAL SUBMISSION. A TIERED EVALUATION of offers will be used in the source selection for this contract, and offers from other-than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. Once offers are received the FAA will evaluate a single tier of offers according to a specified order of precedence. If no award can be made at the first tier, the evaluation will proceed to the next higher lettered tier until award can be made. The tiered order of precedence for considering offers is (from first to last): a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) program.b) Service-disabled veteran owned small business (SDVOSB).c) Very small business.d) Small business.e) Other-than small business. This Notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
