- Description
- The Naval Air Warfare Center, Weapons Division, China Lake, CA, intends to procure, on an other than full and open competition basis from The Boeing Company, Route 291 and Stewart AVE. Ridley Park PA 19078-1099, an Indefinite Delivery, Indefinite Quantity contract for Contractor Engineering Technical Services (CETS) to instruct and train Navy personnel in the installation, operation and maintenance of the H-46 helicopter airframe and aircraft systems and equipment at various sites in support of Naval Air Technical Data and Engineering Service Command (NATEC). The Boeing Company is the developer and manufacturer of the equipment to be supported. This effort includes instructing and training Department of Navy Personnel in the operation and maintenance of the H-46 helicopters, associated support equipment and providing logistic support and inventory control of repair parts. Employees working for the original equipment manufacturer (OEM) are the only individuals who have access to current technical and OEM proprietary data and who are capable of quickly and effectively resolving maintenance and technical problems. Their specialists have the capability to troubleshoot a problem, identify the appropriate repair procedure or develop a repair procedure, identify repair parts and provide technical expertise to meet any challenge. The Boeing Company is the only source available with requisite data and specific technical support personnel knowledgeable of this equipment. No other firm possesses the required data and expertise on this equipment. The Government has not developed or acquired a technical data package that could be used to competitively solicit this requirement or be used by any other source to provide an acceptable level of support. The contract period of performance will be for three years. Award of this contract is expected on or about 31 January 2009. Responsible sources having the engineering and technical field service capabilities for the identified systems and equipment, may submit an offer which may be considered. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the H-46 program and must have personnel specifically qualified in providing the services identified above.
