- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is AG-8C30-S-08-0001 and is a request for quotation (RFQ) (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. (iv) This requirement is a 100% small business set-aside and the associated NAICS code is 333111 and small business size standard of 500 employees. (v) This solicitation contains one contract line item number 001 and is for 1 EACH. (vi) This requirement is for a plot combine as described in the associated attachment. Training must include but not be limited to demonstration harvesting seed in a native grass small seed, seed production field at delivery location field and full cleanout. Selection of field to be made by NRCS One set of parts, operators and owners manuals (vii) delivery is to be made on or before November 14, 2008 to United States Department of Agriculture Natural Resources Conservation Services, Los Lunas Plant Materials Center, 1036 Miller Street SW, Los Lunas, New Mexico 87031and FOB point is destination. (viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition. (ix) The provision at 52.212-2 Evaluation—Commercial Items applies to this solicitation The evaluation criteria are price inclusive of all applicable federal, state and local taxes, warranty, and distance of service center from the delivery location. Past performance, include in response points of contact with phone numbers for last three sales of the same machine offered in response to this solicitation. Ability to meet all minimum specifications. Offeror’s are to include all necessary documents for evaluation with the response.. (x) Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items Fill-in Part B Checked items 1, 7, 16, 17, 18, 19, 20, 21, 22, 23, 24, 28, 29 and 36. (xiii) Offers must specify warranty provided and must be consistent with customary commercial practices. (xiv) Written offers are due by 3:00 p.m. local MST on August 27, 2008 at United States Department of Agriculture Natural Resources and Service 6200 Jefferson NE, Suite 304, Albuquerque, NM 87109.
