Description
REQUEST FOR INFORMATION FOR GLOBAL AVIATION THREAT SUPPORT In accordance with FAR 52.215-3, Request for Information (RFI) or Solicitation for Planning Purposes Oct 1997, this is a combined Sources Sought Synopsis and RFI. (a)- The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b)- Although ‘proposal' and ‘vendor' are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. All responsible businesses, including small businesses, are encouraged to respond to this RFI. This synopsis is for planning purposes only and neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This Sources Sought Synopsis is supporting this effort includes advisory services that will assist to enable the Air Force Intelligence Agency's (AFFIAA) Sudden Spirit Division to provide Senior Leadership with up-to-date air cargo, maritime and other logistics information/data impacting the National Defense of the United States. Contractor support is required to obtain this information in real time. Provide SUDDEN SPIRIT with air cargo and logistics information to support operations. The contractor shall devise solutions to integrate data with existing SUDDEN SPIRIT information architectures in order to ensure the program's goal of attaining full Operational Capability during Fiscal Years 2008-13. Support the integrated all-source production team providing the research, analysis, production and dissemination of intelligence involving civil aviation operations and its involvement in terrorism, weapons, and Weapons of Mass Destruction (WMD) proliferation and related criminal activity In concert with the analytical team, identify gaps in intelligence and craft requirements to develop knowledge of air cargo transport systems. Develop and maintain analytical interaction with counterparts in the US government, including: the Office of the Secretary of Defense, the Central Intelligence Agency, the National Security Agency, The Defense Intelligence Agency, the National Reconnaissance Office, the National Geospatial-Intelligence Agency, the Federal Aviation Administration, agencies within Defense Homeland Security, the Secretary of the Air force, air Staff, major combatant and air commands and other military intelligence services. Provide SUDDEN SPIRIT with tools needed to manage complex, mission critical logistics information by complementing the programs existing information technology. Tools will provide data fusion, data storage, data presentation and data processing to support analytic efforts. Provide SUDDEN SPIRIT with risk management, rule management and rule execution applications to aid in calculating dataset risk and create rules which will be executed if the conditions defined in the rules are satisfied and determines the corresponding action to be taken. Configure systems and integrate data into SUDDEN SPIRIT operations by developing functionality. This includes configuring data to integrate with existing analytic tools. Develop a comprehensive test plan to ensure SUDDEN Spirits' needs are met by conducting user and acceptance testing, verification of data and expected results. Conduct training to ensure analysts understand presented information. Training Requirement. The contractor provides air cargo nomenclature and existing software systems training to assigned personnel as required. Deliver structured XML output to provide rapid functionality without adding additional complexity to XML based processes Deliver tools that provide data fusion, data storage, data presentation and data processing to support analytic efforts Provide SUDDEN SPIRIT with risk management, rule management and rule execution applications to aid in calculating dataset risk and create rules which will be executed if the conditions defined in the rules are satisfied and determines the corresponding action to be taken. Configure systems and integrate data into SUDDEN SPIRIT operations by developing functionality. This includes configuring data to integrate with existing analytic tools Develop a comprehensive test plan to ensure SUDDEN Spirits' needs are met by conducting user and acceptance testing, verification of data and expected results. Conduct training to ensure analysts understand presented information The contract will be awarded as a 60 month period of performance.
