Description: Document Type:Pre-Solicitation Notice Solicitation Number:N00019-08-R-0202 Archive Date:15 days after posted Contracting Office Address: Department of the Navy, Naval Air Systems Command, NAVAIR HQ, Building 2272, 47123 Buse Road, IPT, Patuxent River, MD 20670 Description of Need: The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a Firm Fixed Price contract to European Aeronautic Defense and Space Company (EADS)for the procurement of Performance Based Logistics (PBL), pilot training and installation of Navy specific configuration items into five H-72 helicopters procured under the Army LUH contract. The H-72 is the Army’s designation for EADS commercial EC145 helicopter. The PBL includes man-power, ground handling equipment, spares and other logistics support as required to meet an 80% availability for five helicopters at the United States Navy Test Pilot School, NAS Patuxent River, Maryland. The H-72 helicopters will be maintained to FAA standards. The pilot training requirement is EC145 familiarization training for experienced Navy Pilots. The Navy configuration items will include TCAS, upgraded cargo hook, underwater locator beacon, jettisonable pilot and co-pilot doors, upgraded skid step, instrumentation package and optional passenger seats. NAVAIR intends on awarding this contract January 2009 for site stand up no later than April 2009. The contract will include a 12 month base period with 4 one-year options. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Unless otherwise stated herein, no additional written information is available. Request for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. General Information: EADS is the only known firm capable of fulfilling the Government’s requirement for installing the Navy configuration items, providing the PBL and providing aircraft unique pilot training at the scale and timeframe required. Additional Information: The applicable North American Industry Classification System (NAICS) Code is 488190 Other Support Activities for Air Transportation and the small business size standard is $6.5 Million. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties in support of the effort mentioned above.
