- IF YOU PREVIOUSLY SUBMITTED AN OFFER, PLEASE RESUBMIT:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This acquisition is a small business set-aside; the NAICS code is 811310 and the small business size standard is 6.5 million. The acquisition is as follows: 1. Elevator Maintenance and Repair: The Contractor shall provide all management, transportation, tools, supplies, equipment, and labor necessary to upgrade and perform major repair of elevators at Edwards AFB, CA in accordance with (IAW) all federal, state, local laws and applicable American Society of Mechanical Engineers/American National Standards Institute (ASME/ANSI) Codes in a manner that will ensure continuous and safe operation as identified in the Performance-Based Statement of Work (PWS). All repair work shall be performed using parts specified by the elevator manufacturer or items of equal or greater quality. The replacement items shall be nonproprietary. The following are examples of types of items that may require replacement and/or upgrade to insure elevator meets current elevator operating and safety standards: Elevator Controllers; Hall and Car Fixtures; Hydraulic Pump Assemblies; Hydraulic Cylinder Assemblies; Fire Recall capabilities; Emergency Battery Lowering Devices; Digital Position Indicators; ADA Speakerphones; and items related to ADA compliance. Pricing Schedule Labor Rates: Crew Size 1 Man $ 2 Man $ 3 Man $ 4 Man $ Separate Proposal Initial Requirement “Repair and Upgrade of Bldg 1414 per PWS.” The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. (End of Provision) Provision 52.212-1, Instructions to Offerors—Commercial and the Addenda to 52.212-1(attached) apply to this acquisition; clause 52.212-4, Contract Terms and Conditions--Commercial Items; clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders--Commercial Items (MAY 2008) (DEVIATION); 52.222-35 -- Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36 -- Affirmative Action for Workers With Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era); clause 52.232-33 Mandatory information for electronic funds transfer payment; and provision 52.212-2 Evaluation—Commercial Items and the Addendum to 52.212-2(attached) apply to this acquisition, Offers will be evaluated using the procedures identified in FAR provision 52.212-2 and its addendum. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications--Commercial Items with the offer and be registered, 52.222-43 -- Fair Labor Standards Act and Service Contract Act -- Price Adjustment (Multiple Year and Option Contracts).
