- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-043-4384-08 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-24. The NAICS code applicable to this acquisition is 334516. For a company to qualify as a small business, the small business size standard is 500 employees. USDA ARS has a requirement for a benchtop pulsed-NMR spectrophotometer. Critical specifications for Benchtop Pulsed-NMR Suitable for Determination of Oil and Moisture Content in Soybeans, Other Oilseeds and Oil Containing Food Products are as follows: necessary software to perform calibrations, obtain oil and moisture measurements of seeds (soybeans and peanuts) and other vegetable products (e.g., sweet potato chips), analysis of data and reporting results. The magnet unit must have a frequency between 5 and 10 mHz and be capable of conforming to AOCS and ISO methods of oil and moisture determination by the Field Induction Decay- Spin Echo (FID-Hahn Echo) technique of pulsed-NMR spectroscopy. The system should occupy no more than a 2ft by 4 ft area on a benchtop and operate on 120VAC. The system should include an on-board computer or come with a PC that has all necessary software already installed. Keyboard and LCD monitor should be included. The NMR must have a 40mm diameter tube capable of holding 40 ml of oil and/or at least 10g of intact soybean seeds. A minimum of 10 sample tubes must be included. The system must include all necessary cables and manuals and calibration standards. The price shall include shipping, on-site installation and training of personnel in the operation of the NMR. Inside delivery is required. Two copies of descriptive literature showing that the offered equipment meets all specifications must accompany the quotation. Delivery time is 60 days ARO. Equipment price should be FOB Raleigh, NC. Quoted price must include delivery costs. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Note on your proposal if you will or will not accept a government purchase (VISA) card. Companies must be registered in the Central Contractor Registration database and have completed Online Representations and Certifications prior to award. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52-212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: Restrictions on Certain Foreign Purchases. Also applicable are 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration and 52.233-4 Applicable Law for Breach of Contract. All sources wishing to provide a quotation must respond by 1:00 PM EDT, August 27, 2008. Quotations should be addressed to USDA Agricultural Research Service, 950 College Station Rd, Athens, GA 30605-2720 (or POB 5677, Athens, GA 30604-5677). The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and capabilities of the offerors equipment. Offerors shall identify where the offered item meets or does not meet each of the Government’s functional and performance minimum specifications listed herein. Offeror shall include references of three firms for which similar equipment was provided. The anticipated award date is September 3, 2008. All responsible sources may submit a quotation which shall be considered by the agency.
