- FISC Norfolk Detachment Philadelphia intends to acquire a GWI Help Desk Application in support of the National Naval Medical Center, Bethesda, MD. The Government intends to solicit and negotiate with only one source under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501 (a), a Sole Source Acquisition under the authority of the test program for certain commercial items. This application will provide ticket creation, routing, updating and closing and Customer Service Level Agreements (SLAs) which can be based on category, customer or template. The system includes Unlimited License Agreements. Based on Market Research it was determined that Groupware Incorporated DBA GWI Software is the only company that can provide a stand alone system that meets all the requirements of the National Naval Medical Center. No other company currently provides custom SLAs based on category, customer and template. GWI is the only application which currently provides relational incidents, which are tied together with assets, modifications, and technicians so as one is modified the other are automatically updated. GWI is also the only helpdesk application which currently provides real-time lessons learned based on incidents, and technician input. GWI is the only helpdesk application that does not only inventory management, but also software licenses management and historical comparisons. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12, using Subpart 13.5 test program procedures. Award of a firm fixed contract is anticipated. All required deliverables shall be furnished within 30 days after date of contract award. The applicable North American Industry Classification System (NAICS) Code and size standard for this procurement is 511210 and 500 employees respectively. Interested persons may identify their interest and capability to respond to the requirement by sending challenges to David Moore at david.moore8@navy.mil. This notice of intent is not a request for competitive proposals. However, all challenges to this sole source determination received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
