Description
A Firm Fixed price contract, FA2521-08-C-0007, was awarded to Hallmark-Phoenix 3, LLC, SBA certified 8A Joint Venture in response to solicitation FA2521-07-R-8506dated 18 Jan 08. The purpose of this award is to provide Vehicle Operations and Maintenance Services (VOMS) at Cape Canaveral Air Force Station and Patrick Air Force Base. Services include maintenance, repair and overhaul, vehicle maintenance management, fleet management, passenger and cargo movement, vehicle recovery, vehicle care and cleaning, vehicle dispatch, material control, corrosion control, launch and contingency operations support and aircrew support. Primary participants are tenant organizations including: the Naval Ordnance Test Unit (NOTU), the Department of State, the National Airborne Operations Center (NAOC), the Joint Surveillance and Target System (J-STARS), the 920th Air Rescue Wing, US Army, US Navy, US Coast Guard, the Air Force Technical Applications Center (AFTAC), the Florida National Guard, United Kingdom Forces, government contractors, and other military/civil agencies as directed. The contractor shall provide all personnel, equipment, tools, materials, supervision, services and other items necessary to manage and perform contract requirements except as specified as government furnished property, equipment, and services. VOMS includes program management, financial management, customer support, maintenance and repair, property management, environmental management, and other similar services to accomplish the 45 SW mission safely and effectively, while maintaining environmental compliance. Specific services are listed in the Performance Work Statement entitled 45TH SPACE WING VEHICLE OPERATIONS AND MAINTENANCE SERVICES (VOMS), PERFORMANCE WORK STATEMENT (PWS). The contract consists of seven Contract Line Items Numbers (CLINs). The CLINs are as follows: 1) Vehicles Operations, Firm Fixed Price; 2) Vehicle/Equipment Maintenance, Firm Fixed Price; 3) Parts, Fuel, Training and Per Diem, Cost; 4) Corrosion Control/Repair, Labor Hour; 5) Contractor Vehicles, Firm Fixed Price; 6) GSA Vehicle Lease Reimbursement, Cost; and 7) Transition/Phase-in. Period of performance: There will be a phase-in period from contract award through 30 Sep 08 followed by a basic 12-month period of performance beginning 1 Oct 08, and four one-year option periods.
