- PLEASE READ THIS NOTICE CAREFULLY AS IT WILL BE THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior, Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government intends to award a firm fixed price type contract for the effort described herein. The NAICS code for this acquisition is 541620 Environmental Consulting Services. BACKGROUND:As a result of the 2002 National Marine Fisheries Service (NMFS) Biological Opinion for Lease Sale 184 (Western Planning Area), MMS implemented a Seismic Survey Mitigation Measures Notice to Lessees (NTL). This initial NTL has subsequently been updated (2003-G08; 2004-G01; 2007-G02) and expanded to include a variety of mitigations and reporting requirements. As part of the original Biological Opinion that resulted in the seismic survey observer program, NMFS also required that an annual report be submitted documenting all sightings of sperm whales and sea turtles, the species most likely to be sighted currently listed under the Endangered Species Act. However, sighting reports for all marine mammal and sea turtle species are submitted. As a result, MMS now has considerable data from the observer program and is in a position to evaluate the data and determine the effectiveness of existing mitigation. These data would be timely for both MMS and NMFS as we proceed through the Marine Mammal Protection Act (MMPA) rulemaking process in the Gulf of Mexico and would also help inform MMS of the effectiveness of similar mitigation and reporting requirements in other MMS regions.PURPOSE:The purpose of this study is to summarize and synthesize submitted seismic survey observer reports for the years 2003-2008. After synthesis of these data, recommendations will be made as to the effectiveness of required mitigation measures, as well as suggestions for new and/or improved mitigations.Due to the proprietary nature of the reports, this analysis will require close coordination between the contractor and MMS personnel. Working with previously submitted Marine Mammal Observer (MMO) data, a separate analysis of all three reports (observer effort, survey, and sighting) will be completed. Data requirements for each of the reports (observer effort, survey, and sighting) can be found in the current NTL 2007-G02. Characterizations of seismic activity levels, species occurrence and behavior, and observer effort are among the types of data that will be analyzed. However, the contractor will work with MMS staff to ensure that data summary and synthesis is appropriate. Synthesis and summary of all submitted seismic observer data will enable MMS and NMFS to adequately characterize past seismic activity in the GOMR, as well as provide information for MMS to fulfill its regulatory mission and comply with NEPA requirements.SCOPE OF WORK: This project includes the following requirements related to the analysis of seismic survey mitigation measures and protected species observer reports. Coordination and status reporting at post award, mid-term, and progress meetings. Development of a data synthesis report. The report shall include development of a set of analyses relevant to the offshore seismic industry in the Gulf of Mexico that can be addressed using the submitted MMO data. Examples may include: Effectiveness of seismic company versus 3rd party observers (e.g. sighting rates); Effectiveness of current seismic mitigations (e.g. ramp-up, mitigation guns, exclusion zone size, etc.); Detailed summaries of seismic operations by type and quantity; and, Processing Approach, i.e., Methodology and Flow Diagram. Development of a technical summary, Powerpoint presentation, archival disks related to the data analysis report. And preparation of scientific manuscript.
