Description
PLEASE READ THIS NOTICE CAREFULLY AS IT WILL BE THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior, Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government intends to award a firm fixed price type contract for the effort described herein. The NAICS code for this acquisition is 541511 Custom Computer Programming Services. PURPOSE:The purpose of this project is to design/develop/implement and test a basic Electronic Document Management System (EDMS) for Offshore Energy and Minerals Management (OEMM). This project will examine all document types, including large-format maps, well logs, electronic document submissions and attachments, and scanned documents for online document management and integration with OCS Connect and TIMS. SCOPE OF WORK:This project includes the following requirements related to managing different kinds of documents in the OEMM enterprise using computer programs and storage. Development of a project plan to provide information regarding how the project will be managed and the Project Plan Schedule. Identify and develop EDMS Functional Requirements to determine basic EDMS functionality and identify any additional requirements that need to be included in the EDMS to satisfy unique needs, especially those related to automated indexing, integration, workflow automation, text search and security (such as redacting sensitive information within records). Develop the Day-forward Document Management Plan to outline exactly how new paper documents will be brought into the EDMS once the system is implemented. Develop a single, unified taxonomy and controlled vocabulary to organize the electronic documents and records of OEMM. Perform a gap analysis on previously collected metadata and the proposed metadata model once the taxonomy is developed. Review current inventory of scanned documents and identify needed information for Metadata and Taxonomy task. Integrate Documentum with the OCS Connect architecture working with the OCS Connect Plans process pilot team. Design and Develop appropriate scripts or code to load scanned inventory into the newly delivered and implemented EDMS. Load scanned inventory into initial EDMS System. Develop the EDMS Standard Operating Procedures Manual to define the procedures necessary to successfully operate and support the Document Management System. The following Optional Tasks are also included. Upgrade existing Documentum Version 5.3 to Documentum Version 6.0. Develop the Backfile Document Management Plan to outline exactly how historical paper documents will be brought into the EDMS once the system is implemented. Provide recommendations and/or implement a electronic signature and seal for documents stored in Documentum.
