- This synopsis is posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires delivery of, and licenses to use, non-commercial, off-the-shelf Ship Air Defence Model (SADM) software and subscriptions to maintenance for same. The requirement includes: (1) qty three new licenses for the off-the-shelf SADM Analyst Edition (AE) with subscriptions to software updates (maintenance) and (2) SADM Data Link Modules source code. Required Features of the Modeling and Simulation software: (1) Software is programmed to simulate a ships air defense system against missile attack with hard-kill, soft-kill, and hard-kill/soft-kill interaction. (2) Software is adapted to USN ships air defense systems as well as USN electronic warfare systems. (3) Software incorporates actual USN Electronic Attack (EA) waveform and decoy algorithms in its models. (NSWCDD currently holds restricted-rights licenses for qty 11 seats of SADM AE software.) The SADM software is proprietary to BAE Systems Australia Limited at Edinburgh SA. Because of the terms of the license agreement for restricted rights to the SADM software, and compatibility, and interface issues affecting function of the software developed for the Government, the Government intends, in accord with FAR 6.302-1, to modify fixed-price Contract N00178-08-C-3022 with BAE Systems Australia Limited to require delivery of the additional software. Questions and responses should be submitted, in Microsoft Word format, no later than 28 August 2008 to DLGR_NSWC_XDS13@NAVY.MIL and should reference this synopsis number: N00178-08-Q-3037. Please include your company CAGE code and POC information with your response. This synopsis notice does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue a contract or an order or otherwise pay for the information solicited. This synopsis is issued for informational purposes only. Responses in any form are not offers. There are no funds available to pay for the cost of preparing responses to this synopsis.
