Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This request for quotation is being issued by DITCO-EUROPE, Unit 4235, Box 375, APO AE 09136-5375. The RFQ document and incorporated provisions and clauses are those in effect through FAC 2005-26 and DAC 91-13. The proposed acquisition will result in a Firm Fixed Price commercial item type contract in accordance with the procedures detailed in FAR 12.6 and 13.104. NAICS code 334220 applies. This solicitation allows for full and open competition. Description of requirement in accordance with the attached Statement of Work (SOW) and attachments: The government has a requirement for an Audio/Visual and Video Tele-Conferencing integrated system. The contract will consist of include the following CLINs: Item 0001, VTC Equipment and software in accordance with SOW and attachments, QTY: 1 lot, (All equipment must be 220v with German style plugs (or adapter). Item 0002, Installation and configuration in accordance with SOW and attachments, QTY: 1 lot Item 0003, Warranty in accordance with SOW and attachments, QTY: 1 lot Item 0004, Training and knowledge transfer in accordance with SOW and attachments, QTY: 1 lot Item 0005, Support in form of telephonic assistance in accordance with the SOW, QTY: 1 lot Item 0006, Deliverables in accordance with the SOW and attachments, QTY: 1 lot (Deliverables will not be separately priced). Item 0007, Shipping and Handling in accordance with SOW and attachments, 1 lot. Award shall be made based on lowest price, technically acceptable. New equipment is required. The following clauses/provisions are applicable: FAR 52.212-1 and 52.212-3 or certification that these have been completed online via Online Representations and Certifications application (ORCA) at https://orca.bpn.gov. FAR 52.212-4 applies to this acquisition. FAR 52.211-6 applies. FAR 52.212-5 applies to this acquisition -- 52.212-5(b): 52.203-6; 52.222-21; 52.222-26; 52.222-35; 52.222-36 and 52.222-37. These additional clauses are applicable: DFARS 252.204-7004, 252.212-7001, 252.212-7001(b), 252.225-7001, 252.225-7012, 252.212-7000, Offeror Representations and Certifications, Commercial Items or certification that these have been completed online via Online Representations and Certifications application (ORCA) at https://orca.bpn.gov. DPAS: not applicable. Numbered notes: not applicable. Offers are due via e-mail to PL512@disa.mil, ATTN: Christine Morgan no later than 1600 Central European Time (CET), 22 August 2008. The closing date for questions is 16 August 2008, 1600 hours Central European Time (CET). Quotes are acceptable in US Dollar and Euro currency. If offers are received in Euro, offers shall be evaluated by converting the Euro currency to US Dollar currency, using the rate published on internet website www.OANDA.com in effect as of the closing date of combined synopsis solicitation."
