- This is a notice that the Department of Veterans Affairs intends to solicit and negotiate, under the authority of 10 U.S.C.2304, a sole source purchase order with Caliper Life Science, for the purchase of a Spectrum Imaging System. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The IVIS Spectrum Imaging System is a state of the art in vivo imaging system capable of bioluminescence, fluorescence and 3D molecular imaging. The instrument is capable of various types of in vivo research including tracking of transplanted cells or grafts, pathogens, reporter gene monitoring, visualizing of fluorescent transgenes, etc. Individual mice can be followed non-invasively for days to months and interventions or drugs can easily be assessed. The Spectrum Imaging System is the only known imaging device capable of imaging bioluminescence in 3 dimensions in animals. This type of system is uniquely suited for the in vivo study of diseases and potential therapeutic approaches and to study cancer and many forms of injuries highly relevant for our Veteran population. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to August 18, 2008 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA261-08-RQ-0236 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. The North American Industry Classification System (NAICS) number is 334516 and the business size standard is 100 employees. The Department of Veterans Affairs requires the following equipment: # 1 - IVIS Spectrum Imaging System, 120V, P/N 122342, Thermoelectrically cooled CCD camera, camera controller, custom lens w/4 magnification settings, 10 excitation filters, 18 emission filters, optical switch, gas anesthesia inlet and outlet ports, scanning laser, high performance acquisition computer, one acquisition copy of LivingImage software, two analysis copies of LivingImage 2.6 software, and four analysis copies of LivingImage 3.0, operation manual, Includes:XGI-8 Gas Anesthesia Module, CPM-2 Bioluminescent Phamtom Mouse,XFM-2 Fluorescent Phantom Mouse, and XWS-248 Workbench. #2 - XLS-4 Calibrated Light Source, P/N 118897. # 3 - System Installation and Training, and Advanced Training.
