- A sources sought notice is being published by the U.S. Army Intelligence and Security Command (USAINSCOM). The U.S. Army Intelligence and Security Command anticipates the need to acquire a security guard force that shall consist of two, 24-Hour Stationary/Roving posts 7 days a week at Fort Belvoir, VA 22060-5246. These security positions require an armed security officer cleared to TOP SECRET and eligible for access to Sensitive Compartmented Information (SCI) to perform duties associated with SCIF access control, security system monitoring and response, and force protection. The contract security guards will possess a U.S. TOP SECRET security clearance and be eligible for access to Sensitive Compartmented Information (SCI). One security guard per shift, as designated by the Contractor, will act as the on-site supervisor and direct point of contact between the INSCOM Contracting Officer Representative (COR), or alternate, and the Contractor. The contractor shall furnish all required labor, supervision, uniforms, equipment, licenses, certifications, and permits necessary to provide the services specified herein for complete armed security guard services. Firearms shall be furnished by the Contractor to equip each armed guard while on duty. Personally owned weapons are prohibited. The firearm shall be the.38 caliber, double action, six shot police service-type revolver, or 9mm semi-auto pistol. Appropriate and ample supplies of firearms maintenance equipment, such as cleaning solvents, lubricating oil, rods, brushes, patches, and other normal maintenance tools shall be furnished by the Contractor at the Contractors expense. The Contractor will ensure that all contract security guards comply with the Commonwealth of Virginias Department of Criminal Justice Services training and training equal to or better than the training standards required to meet GSA contract security guard standards. The Contractor shall furnish technically trained personnel capable of providing both routine and emergency protective services in support of INSCOMs SCIF security mission. Personal, education, experience, health, and security requirements: a. Individuals must be citizens of the United States of America. b. Individuals must be a minimum of twenty-one (21) years of age. c. Individuals must be able to obtain and maintain a TOP SECRET DoD security clearance and maintain eligibility for access to SCI. d. Possess a high school education or equivalency, and have two (2) years of experience demonstrating: (1) Frequent contact with the general public as well as law enforcement agencies requires that the assigned security personnel have the ability to speak the English Language fluently. (2) Possess the ability to read, understand and apply printed rules, detailed orders, instructions and training materials. (3) The ability to remain calm, maintain poise in stressful situations that include confrontations with angry, distraught, disturbed, or violent persons. (4) The ability to construct and write clear, concise, accurate, and detailed reports; (5) Proficiency in the use and safe handling of all weapons and equipment required to perform assigned tasks; e. Initial Training: The Contractor shall within thirty (30) days following assignment of each employee to duty, certify to the COR that each has completed the following basic training: (1) General orientation on conduct and attitude on and toward the job. (2) Functions of the guard force and specifically the protection of the location stated herein. (3) Specific duties of the individual, including sufficient breaking in training. (4) Guard orders general and special. (5) Authority of the individual guard. (6) Rules for detention, search, and seizure of detainees. (7) Employee and public relations. (8) Elementary fire protection, including the use or operation of special equipment, such as fire extinguisher, fire alarms, Sprinkler control valves. (9) Report writing. (10) Discipline. (11) Cardiopulmonary resuscitation, First Aid, and use of the defibrillator. (12) Health and Fitness Requirements: The Contractor shall ensure that all employees assigned are well proportioned in height and weight, and in good general health. Contractor security guards cannot have any physical defects, abnormalities, limitations, or restrictions which would interfere with the performance of their duties that will include the following activities: a. Prolonged walking, standing, sitting and stooping, up to 12 hours per day. b.Occasional running, sprinting, lifting heavy weights, moving heavy objects, climbing stairs in respond to emergency situations that may include performing first aid/CPR until the arrival of paramedics or other emergency personnel. Based on the information provided, interested firms are requested to submit a response in the form of a capabilities statement of no more than five (5) pages (on one side, 8 by 11 size paper, 12 point Arial font). The capabilities statement must provide a cover memorandum stating their business size (small or large; if small, provide detail on category, e.g., small women-owned, 8(a), etc.) and whether they can provide all of the requirements listed in this notice. A written response is required. Send the written response postmarked no later than 19 August 2008 to: HQ USAINSCOM, DIRECTORATE OF CONTRACTING, ATTN: IAPC-DOC (Robert Jones, Contracting Officer), 8825 Beulah Street, Fort Belvoir, VA 22060-5246. The release of this notice in no way obligates INSCOM to release a RFP or make an award of any type.
