This is a combined synopsis/solicitation to Provide And Service Permanent And Temporary Set Portable Latrines, Portable Hand Wash Stations, Pump And Clean Septic Tanks And Concrete Pit Latrines - Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number W91248-08-T-0040 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, dated 12 June 2008. NAICS is 562991; business size is $6.5M; acquisition is 100% set-aside for Small Business Concerns. Description of Items Requested: Modification 02: This combined synopsis/solicitation is modified as follows: Closing date and time is changed to read 22 August 2008, 2:00 PM CST. See attached questions and answers with revised Technical Exhibit #1. All responsible concerns may submit a quote that will be considered by this agency. Access the Directorate of Contracting website at https://doc.campbell.army.mil/ to review the Statement of Work (SOW). One award will be made to the offeror who is found to be the lowest price offeror. Facsimile quotations are acceptable at (270) 798-3987; mailing address is Directorate of Contracting, 13 1/2 Street, Building 2176, Fort Campbell, Kentucky, 42223. All contractors must be registered in the Department of Defense Contractor Registration (CCR) database prior to any contract award. Paragraph C.4.2.1. requests that only fiberglass portable toilets be used in the performance of the contract. Industry standard since 1997 is that toilets are constructed using molded polyethylene plastic. I am not sure that fiberglass is still available. Will portable toilets made from plastic be acceptable? Answer 1. In the specifications Para. C.4.2.3 it says 'Materials used for the construction of latrines shall be impervious to moisture or be treated with an effective sealer. All construction joints shall be sealed to prevent any accumulation of filth, reference 15A NCAC 13B.0800. Molded polyethylene plastic could be used as long as it meets this requirement and has no additional costs incurred with it. Question 2. Paragraph C.4.2.10. requests childrens toilets. What is this and what is your current vendor using? Answer 2. The 'children's toilet' is just a smaller unit with a smaller tank. In the current contract these are included as normal units. There is also a limit of 5 in the specifications. Question 3. Clause 52.222.42-Statement of Equivalent Rates for Federal Hires shows a plumber as an equivalent rate for our industry. A portable toilet service technician does not use the same tools or perform the work of a plumber. Furthermore, a plumber requires formal training and licensing that our industry does not require. An equivalent job description would be 99730 Refuse Collector at a rate of $13.30 per hour and $3.24 fringe benefits. Is this a satisfactory wage grade? Answer 3. No. 99730 primarily is for collection and disposal of solid waste. Question 4. Clins 1015 and 1016 requests the placement and service of toilets at Lock C. Where is this and how far is it from main post? Answer 4. The distance from post to 'lock C' is approximately 15 miles and it is located off of Lylewood RD near Cumberland City, TN. Question 5. What are the locations and gallon capacities of the pit and septic tanks? Answer 5. The pit latrines at range 28 have a holding capacity of 6,598 gallons, Pat Cassidy Mout, 2 each, 1000 gallons and 2500 gallons, RMA, 750 gallons (not in use). However, contractor shall only be required to recharge the pit latrine with approximately 500 gallons, which will allow the water/chemical level to reach the aerator lines. Septic tank capacity is 1000 gallons. The septic tanks locations are Bldg 7138 B Avenue & Black Sheep Run Road; Bldg 9001 Range Control; Bldg 5004 Gate 4; and Bldg 6081 Mabry House off of Mabry Road. Question 6. CLIN 0009 and 0011 requests handicap and flushable toilet be provided by the contractor. What is the unit of issue? Is this a daily rate? Answer 6. The unit of issue is each. No, it should be a rental rate. See paragraph C.2.1.37. Question 7. CLIN 0007 and CLIN 0008: What are the locations and gallon capacities of the pit and septic tanks? Answer 7. See answer 5. Question 8. Can you provide an installation map so that we can accurately assess costs? Answer 8. An installation map is not available. Question 9. Is Kennedy Septic your current contractor? Answer 9. Yes. Question 10. Would forest green color be an acceptable color. It is acceptable to the Army, National guard, and the Marine Corps? Limiting color to tan or brown puts the incumbent in an unfair advantage. Answer 10. Paragraph C.4.2.1 is changed to read: Portable latrines provided by the Contractor shall be constructed of preformed fiberglass material and be without cracks, holes, chips, or any other visible damage; latrines shall be constructed of a repairable material. All hinges, latches, toilet seats, and toilet covers shall be in excellent working condition. Color of latrines must be uniform for all latrines provided to include temporary set, with Contractors name, Fort Campbell, Kentucky, stenciled in 3 inch black lettering on both sides of each latrine. Additionally, all latrines provided by the Contractor shall be numbered consecutively (beginning with the number1 for regular latrines, H-1 thru H-5 for handicapped latrines) in 4 inch black numbers on the exterior front and rear sides of the latrine Question 11. How many toilets are required at any one time. You have 194 permanent toilets out and then it says under clin 0001 220 temporary so is that 416? Answer 11. There are approximately 235 permanently set portable latrines and approximately 85 315 temporary set latrines during any given month, for a total of 320 - 550. SEE REVISED TECHNICAL EXHIBIT #1. Question 12. How many handicapped toilets are permanent and how many do you have to have for temporary at one time? Answer 12. There is one (1) permanent handicapped portable latrine. Quantity of temporary set handicapped units is based on the need of the customer. Question 13. How many VIP toilets are needed at any one time and can you describe exactly what a VIP unit is compared to a regular unit? Answer 13. Historical data shows we have requested approximately 50 VIP units last year. Exact quantities of VIP portable toilets are not known, it is based on customer request. A Boudoir-VIP unit is a larger unit, flushable, has hand wash station and full length mirror. Question 14. Same questions for flushing toilets as in question #4? (Our question #13) Answer 14. Historical data shows we have requested approximately 50 Flushable units last year. Exact quantities of flushing portable toilets are not known, it is based on customer request. The flushable unit is a regular unit with a hand wash inside. Question 15. How big are the concrete latrines and how many gallons is required to pump? Is it just pumping or do you have to do more than that? Answer 15. See answer #5. Question 16. How big are the septic tanks, how many gallons, etc. Is there any grease in the septic tanks? Answer 16. See answer #5. No. Question 17. How is disposal handled on base or off? Who pays for disposal? Answer 17. Contractor will be allowed to dispose of the waste at the Sanitary Dumping Site on Market Garden Road on Post. There is no charge to the contractor. Question 18. Do you provide a secured lay down yard and an area for an office trailer? If so is there power and water? Answer 18. No. Question 19. On the average how many toilets are vandalized? Why should the contractor be responsible for a toilet damaged by someone on your base beyond normal wear. Answer 19. Unknown. See Paragraph C.1.13.3. Question 20. Could you give me the historic data on this if possible or give me the total toilets in place at any one time if possible. The numbers that are posted, will all those be in place at once? Anything you have will be helpful. Answer 20. See answer 11. Question 21. All delivery and service items are separated in the CLINs between cantonment/recreational areas AND training areas with the exception of line 0001 rental. Would your office consider separating, as was done with all the other line items, the rental into two separate CLINs, rental of cantonment/ recreational area latrines AND rental of training area latrines. There is a difference between the two areas regarding the type of latrines used for permanent placement and temporary placement. Answer 21. No, just a rental cost for all latrines. There is no requirement in the specs to provide different types of latrines based on placement. Question 22. What is the significance of the 'Lock C' area. Is this area difficult to access or remote from other locations. Answer 22. Lock C is a location for the troops to load and unload their equipment off barges. It is a remote area. Question 23. Why is there no rental CLIN for the 'Lock C'area. Answer 23. The portable latrines at Lock C are a temporary requirement, ordered as needed by the troops. See CLIN 0015 and paragraph C.2.1.37. Question 24. What is the capacity of the pit latrines? Answer 24. See answer #5. Question 25. What is the capacity of the septic tanks? Answer 25. See answer #5. Question 26.Is there a scheduled site visit? Answer 26. No. Question 27. Are there any storage areas provided for this contract? Answer 27. See answer #18. Question 28. Will the contractor have access to water points during this contract? Answer 28. Water is available at the sanitary dumping site. See answer #17. Question 29. Is there a waste receive point on the base that contractors have access to? Answer 29. See answer #17. Question 30. Will the government consider use of other substances other than salt to prevent freezing during the winter? Answer 30. C.2.1.27 states salt or antifreeze. Question 31. On the latrines, which do you prefer to have, Flushables, Handicapped, or VIP's? Answer 31. Requirement has 1 permanently set handicapped latrines. Flushables, VIPs or additional handicapped portable latrines are ordered as needed. Question 32. What gallon sizes are the concrete pit latrines and the septic tanks? Answer 32. See answer #5. Question 33. Is there a black water dumping station on base for the contractor to use? Answer 33. See answer #28. Question 34. Is a fire hydrant available to fill our fresh water tanks? Answer 34. See answer #28. Question 35. What would the approximate mileage be for a one day service? Answer 35. Unknown. Question 36. If the total number of Latrines is 144, how many of that number will be handicapped, vip's or flushables? Answer 36. Unknown. See answer #31. Question 37. In reference to Solicitation No. W9124-08-T-0040, there are two items I would like to find out about. Item 0007, Pumping and cleaning of 4 permanent concrete pit latrines. how large are they? Item 0008, Pump and clean 4 Septic Tanks, how large are they? Answer 37. See answer #5.
