- This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Monterey Bay National Marine Sanctuary (MBNMS) located in Monterey, CA has a requirement for a contractor to provide administrative support services to MBNMS. The Monterey Bay National Marine Sanctuary (MBNMS), the nation's largest marine protected area, encompasses more than 5,300 square miles of central California coastal waters that contain a rich array of habitats and marine life. The Sanctuary program provides protection of these natural resources through research and education to foster public understanding and stewardship of this nationally significant marine area. Currently, the Sanctuary requires support with office administration and reception duties. The MBNMS is looking for a firm to contract with, whose personnel will work closely with the Program Operations team and will receive compensation comparable to a GS-7.The Administrative Support Assistant will fill the critical role of managing the office, its supplies and assisting staff in day to day operations. The Assistant will report to the Sanctuary Superintendent, in coordination with the Program Operations Coordinator. The MBNMS requires a contractor that will perform the following tasks: a. Reception. Receive and screen telephone calls, and on the basis of an in-depth knowledge of the office, take appropriate action. Greet visitors to the Sanctuary office and provide interpretive Sanctuary information concerning office activities and procedures. Respond to public requests for information by providing Sanctuary literature and documents. b. Administrative Support. Prepare written and oral correspondence in final form using office knowledge, guidelines, regulations, and procedures. Provide computer support for word processing, spreadsheets, databases, and other miscellaneous programs. Plan, organize, and track conferences and meetings for Sanctuary manager. Receive and distribute mail through regular and computerized E-mail system. Maintain office supplies and orders. Coordinate with property manager on replacement of office supplies such as paper towels and facility safety requirements, as needed. 3. Maintain Files and Databases. Maintain and update all administrative records. Maintain office filing system, forms library, and supplies. Maintain computer files for efficiency in correspondence, planning and routine office functions. Maintain files of all correspondence originating from Superintendent. 4. Financial Tracking. Work with the Program Specialist to create, track and manage the office’s travel orders and property reconciliations. Individuals responding to this announcement MUST possess the following: <!--[if !supportLists]--> a) <!--[endif]-->Excellent writing and communication skills. <!--[if !supportLists]--> b) <!--[endif]-->At least two years of office management experience. <!--[if !supportLists]--> c) <!--[endif]-->At least one year experience working with a multi-line phone system. <!--[if !supportLists]--> d) <!--[endif]-->Experience interfacing with the general public <!--[if !supportLists]--> e) <!--[endif]-->At least two years experience working with MS Word, Excel and Filemaker Pro computer programs <!--[if !supportLists]--> f) <!--[endif]-->Event and travel planning experience. <!--[if !supportLists]--> g) <!--[endif]-->Experience maintaining, ordering and tracking office supplies, preferable knowledge of government required sources. <!--[if !supportLists]--> h) <!--[endif]-->File management and controlled correspondence. <!--[if !supportLists]--> i) <!--[endif]-->Ability and willingness to prioritize work, meet deadlines as assigned and to work as a team player with Sanctuary staff. <!--[if !supportLists]--> j) <!--[endif]-->Professionalism and experience in dealing with politically important government, state and community representatives. <!--[if !supportLists]--> k) <!--[endif]-->Prefer individuals with experience working in a federal government office. The work is expected to approximate a standard 40-hour business week, Monday through Friday, 8:00 am to 5:00 pm, for a 12-month period. The contractor needs to be available for meetings during the business day Monday through Friday. The contractor will coordinate work with the Deputy Superintendent. The contractor will periodically bill the Sanctuary for services rendered on an hourly basis, 40 hours per week. Benefits and insurance are not included and are the responsibility of the contractor. There will be no travel required. The contractor will be provided a workstation at the Monterey Bay National Marine Sanctuary office in Monterey, California and have access to a computer, telephone, copier, and facsimile machine. Contractor will have access to a government vehicle for work-related purposes. A valid drivers license is required. The government anticipates awarding this contract to a contractor in Monterey, CA or local commuting area. All work will take place on government property. All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. A firm-fixed order will be issued with period of performance of twelve months from date of award. This RFQ closes at 4:00 p.m. Aug 28, 2008.
