- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS. SIMPLIFIED ACQUISITION PROCEDURES ARE BEING UTILIZED AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested vendors may submit a quotation.*** *** The National Institute of Standards and Technology (NIST) is seeking to purchase One (1) PIXIS: 1024BR CCD Camera System or EQUIVALENT.*** The Optical Technology Division (OTD) at NIST requires a laboratory grade CCD camera. The camera will be coupled to several pieces of equipment depending on the application. The camera will be used as an imaging detector for scene analysis (hyperspectral imaging) that will require high speed data acquisition at times and long exposure times during other situations. The camera is also intended to be used as a detector for spectral data collection from a spectrometer where low dark noise will be essential. These two examples are among a number of applications.*** ***BACKGROUND*** One of the goals of the OTD at NIST is the development and dissemination of absolute radiometric, photometric, and colorimetric standards. The OTD meets the needs of the lighting, imaging, automotive, electronics, health and medical, biotechnology, nanotechnology, energy, chemical, and other industries dependent upon optical measurements. Two of the particular projects in the Optical Sensors Group of the OTD are the Vision Science Project and the Total Spectral Radiant Flux Project. The Vision Science Project will develop a new metrics for color rendering of light sources (a proposal to replace or supplement CIE Color Rendering Index) and to establish an international standard on effective intensity of flashing lights, both of which are urgent for the industry. These efforts will require scene analysis. The Total Spectral Radiant Flux project develops total spectral radiant flux standards that are required to calibrate integrating sphere systems employing a spectroradiometer. Such integrating sphere systems are increasingly used for measurement of color and total luminous flux of light sources such as discharge lamps and light-emitting diodes (LEDs). Lower light level sources will require more sensitive spectral measurements than are currently capable at NIST. ***Line item 0001 is a BRAND NAME or EQUAL requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency’s needs.*** ***All interested Contractors shall provide a quote for the following: Line Item 0001: Quantity One (1) PIXIS: 1024BR CCD Camera System or EQUIVALENT that shall meet or exceed the following salient characteristics: CCD Format – shall be a minimum 1024 by 1024 pixel, scientific grade CCD with a single vacuum window; the CCD shall be a back-illuminated type and shall not have etaloning effect; the CCD quantum efficiency shall be at least 30 % for a wavelength range of 350 nm to 975 nm; the full well shall be a minimum of 60 kilo electrons per pixel and 220 kilo electrons per register or node. The CCD shall be cooled down to - 70°C or below not using cryogenics or additional external chilled water; have a minimum scan rate of 100 kHz with 16-bit analog to digital conversion; with a non-linearity less than 1 %; a system read noise maximum 15 electron rms; and a dark current maximum of 0.05 electron/p/second. Blooming and smearing should be kept as low as possible (test data, e.g., measured image data of a sharp bright spot with dark surrounding, is required to be submitted for this quote). The camera shall have a shuttering mechanism whether mechanical or electronic. The camera shall have a F-mount interface and an interface compatible with spectrographs available on the market. The camera shall use USB2.0, Firewire, or Fast Ethernet as the communication interface. The controlling software should have stand alone subroutines that can be called by a LabVIEW VI running under Windows XP and Vista. *** The Contractor shall provide a minimum of one (1) year of warranty in the quotation and state the coverage provided. In addition to manufacturer defects and other provisions and limitations stated in the Contractor’s warranty, the Contractor shall provide unlimited telephonic technical support during the warranty period. In addition, the Contractor shall be responsible for any costs, insurance, shipping costs back and forth, any travel expenses, and arrangements to accomplish any required service during the warranty period.*** ***Delivery terms shall be FOB Destination. FOB Destination means: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver Line Item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640.*** Award will be made on a best-value basis. The Government will evaluate the quotations based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement,"2) Past Performance, and 3) Price. Technical Capability and Past Performance when combined are approximately equal to price. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature that addresses all salient characteristics, and clearly documents that the offered product meets salient characteristics stated above and meets the needs of the Government in essentially the same manner as the brand name. ****Past Performance will be evaluated to determine the overall quality of the products and services, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information from other sources, including NIST. Quoters shall provide a list of at least three (3) references of customers where the same or similar products have been sold. The list of references shall include, at a minimum: the name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer, if applicable; and the date of delivery or the date services were completed. *** The full text of a FAR provision or clause may be accessed electronically at http://acquisition.gov/comp/far/index.html. *** *** The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offerors Representations and Certifications- Commercial Items. *** *** Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.” OR The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) *** Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price.
