Description
The Bureau of Reclamation intends to negotiate on a sole source basis with Accusonic Technologies, 28 Patterson Brook Rd 1, West Wareham, MA 02576-1216 the manufacturer of Ultrasonic Transmit-time Flow Meters and Transducers. The work to be performed under this requirement consists of providing non-invasive, ultrasonic transit-time flow meters that accurately measure flow through both full and partially full pipes of the size used in the Yuma Desalting Plant. Measurement accuracy needs to be +/- 0.5% in full pipes, +/- 2.0 in partially full pipes, and the meter needs to be compatible with pipes at least six feet in diameter. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the supplies that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and can provide the required work described above are encouraged to identify themselves and give written notification to the Contracting Officer. This notice is not a request for competitive quotes. All responses received within 7 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's Dun and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Firms should identify themselves as either small business or other than small business, in accordance with the size standard of 500 employees under the North American Industry Classification Systems (NAICS) code of 334519. Responses to this notice should be mailed to Bureau of Reclamation, Acquisitions and Assistance Group (YAO-3100 Carrera), 7301 Calle Agua Salada, Yuma, Arizona 85364; via facsimile to 928-343-8568; or by E-mail at jcarrera@lc.usbr.gov. Effective October 1, 2003, prospective vendors are required to register in the Central Contractor Registration (CCR) database prior to receiving a contract award. Lack of registration in the CCR database may make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Offerors will be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
