- BIOREMEDIATION OF CHLORINATED ETHENES (CEs) IN THE CONSTRUCTED WETLANDS AT WPAFB: CHLORINATED SOLVENT-DEGRADING MICROBES AND BIOGEOCHEMICAL PROCESSES AT THE CONSTRUCTED WETLAND FIELD SITE AND IN SIMULATED SYSTEMS (BENCH-SCALE REACTORS). The solicitation number is FA8601-08-T-0061. The proposed contract is: Environmental sampling and analysis of these samples by specialized equipment is required to support a team effort that is exploring and demonstrating the use of constructed wetlands to remediate contaminated groundwater on Air Force bases. The demonstration is operated by AFIT and is located in Area C of WPAFB. State of Ohio funding has previously established the research team working on the project, composed of faculty and students from AFIT and Wright State University. This work continues the efforts started by that team toward publication of findings that will contribute to the fielding of this technology. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (1) and FAR 6.302-1(a) (2) (iii). The proposed source is Wright State University, which has been part of the research effort from the beginning and is currently serving on student research committees at both institutions and publishing research papers in conjunction with AFIT on this project. The contractor has the unique knowledge of the particular field sampling challenges at the site as well as knowledge of the direction of the research and its required changes in the context of new research data as it is collected. This notice of intent is not a request for competitive quotations; however, any quotation received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
