- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Immunology Branch (EIB) plans to procure on a sole source a system upgrade for a BD FACSAria Cell Sorter from BD Biosciences; 2350 Qume Drive; San Jose, CA 95131-1807. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 334516 the business size standard is 500 employees. The Experimental Immunology Branch Flow Cytometry Facility provides basic research support to members of the EIB as well as to investigators throughout CCR, NCI. Currently support is provided about 75 users with 3 user-operated and 2 operator-run instruments manufactured by BD Biosciences. Each instrument supports multiple experiments each day, and each instrument is fully utilized. Demand for instrument time currently exceeds availability. Due to the large number of users, an extremely wide variety of applications is supported including electronic cell sorting. Sorted cells are often grown in tissue culture requiring aseptic procedures during the cell separation using the cytometer. Preparing our first generation Becton Dickinson FACSAria cytometer for aseptic procedures is particularly tedious due to the materials used in the fluidics system of this instrument. Contractor shall provide a complete system upgrade on the FACSAria to provide improved aseptic setup and improved electronic cell separation. This upgrade will not only improve throughput, it will provide improved cell sorting capabilities in the EIB Flow Cytometry Core and upgrade our existing BD FACSAria to the specifications of state-of-the-art instrumentation. Contractor shall: 1. Provide and install Complete System Upgrade on existing BD FACSAria SN# P22300031 to convert this instrument to equivalent BD FACSAria II cell sorter specifications. 2. Provide BD FACSAria II fluidics system featuring improved aseptic sort setup. 3. Provide new fluidics cart containing 10L stainless steel, autoclavable, pressurized sheath tank and pressurized ethanol shutdown tank (5L). 4. Provide new flow cell supporting additional nozzle sizes including 70, 85, 100 and 130 micron nozzles. 5. Connections to allow for improved aseptic sort setup 6. Provide Automatic laser shutter 7. Provide BD FACSDiva 6.1.1 software 8. Provide BD FACSAria II sort block with new deflection plate design 9. Remove of the plenum and addition of improved tubing and an integrated valve manifold. Addition of new sample line pinch valve. 10. Complete on-site (Bld. 10, Room 6B16) installation. BD Biosciences is the only vendor known to the National Cancer Institute that can provide the upgrade and modifications on the existing BD Biosciences instrument and meet the specifications described above. Only BD Biosciences has the proven capability to perform this upgrade and thus provide for continuity of operation with minimal downtime while maintaining current and future maintenance coverage of the instrument. This continuity of operation and maintenance coverage is required to maintain existing research by the users of the facility. Also, The BD Biosciences FACSAria cytometer/cell sorter is controlled by computer hardware/software from the OEM, BD Biosciences. Only the OEM, BD Biosciences can provide the software upgrade to existing FACS DIVA software necessary to provide computer control of the upgraded fluidics system. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on August 28, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
