- The Naval Air Warfare Center Weapons Division is planning to procure one (1) Evaporative Cooling Tower System on a full and open competition basis using FAR 13.5 Test Program for Certain Commercial Items. Specifications for the Evaporative Cooling Tower System are as follows: Performance requirements for the 1 Evaporative Cooling Tower System shall meet or exceed the following requirements and contractor shall provide technical documentation proving that the system meets each requirement: 3.1 Tower Specifications. 3.1.1 The contractor shall provide two (2) independent induced draft cooling towers capable of cooling 375 GPM from 95F to 85F with a 78F entering wet bulb temperature; 3.1.2 Minimum structural specification: re-enforced fiberglass construction; 3.1.3 Minimum fan motor specification: permanently lubricated direct drive fan motor;3.1.4 Stainless steel fan motor support and fasteners;3.1.5 Stainless steel fan guard;3.1.6 Stainless steel outlet strainer;3.1.7 Automatic water make-up float valve;3.1.8 Basin equalization connection;3.1.9 Basin heater package with two 6 kW heaters, control thermostat and low level safety;3.1.10 PVC fill, drift eliminators, and air inlet louvers.3.1.11 High efficiency fiberglass reinforced polypropylene fan blades with cast aluminum alloy fan hub;3.1.12 10 year parts warranty (fiberglass casing and basin);3.1.13 5 year warranty all other parts;3.1.14 1 year labor warranty when purchased as part of a system. 3.2 Cooling Tower Pump Deck requirements:3.2.1 Solid plate steel support deck;3.2.2 One 15 HP, ODP cooling tower pump motor designed for 375 GPM @ 29 PSI;3.2.3 6-inch suction and discharge butterfly isolation valves;3.2.4 6-inch discharge check valve;3.2.5 Discharge pressure gauge;3.2.6 One 15 HP, ODP emergency standby pump motor designed for 375 GPM @ 29 PSI;3.2.7 6-inch suction and discharge butterfly isolation valves;3.2.8 6-inch discharge check valve;3.2.9 Discharge pressure gauge;3.2.10 One 6-inch two pump suction manifold;3.2.11 One 6-inch two pump discharge manifold;3.2.12 One Nema 12 control panel mounted to deck and wired to pumps;3.2.13 Microprocessor controller with digital temperature display and high temperature alarm;3.2.14 One primary cooling tower pump starter with overloads;3.2.15 One emergency standby cooling tower pump starter with overloads;3.2.16 Cooling tower fan #1 motor starters with overloads;3.2.17 Cooling tower fan #2 motor starter with overloads;3.2.18 Basin heater starters, overloads and operating controls;3.2.19 Cooling tower pump low pressure alarm;3.2.20 Alarm horn and silence switch. 3.3 Tower Circuit Filtration minimum requirements: 3.3.1 Stainless steel filter vessel;3.3.2 Stainless steel conical 60 mesh strainer screen;3.3.3 Standby stainless steel conical 60 mesh strainer screen (spare);3.3.4 4-inch inlet and outlet flange connections;3.3.5 Inlet and outlet pressure gauges. 3.4. Water Cooled Chiller System minimum requirements: 3.4.1 180 tons of cooling;3.4.2 245 GPM of water to be cooled from 75F to 58F;3.4.3 85F condenser water;3.4.4 Mechanical Requirements:3.4.4.1 Two 90-ton centrifugal compressors;3.4.4.2 Frictionless magnetic bearings;3.4.4.3 Oil free refrigerant system;3.4.4.4 R134a refrigerant;3.4.4.5 74 dB(A) sound level at 1 meter under full load operation;3.4.4.6 Integrated variable speed drive and inlet guide vane actuation for capacity control;3.4.4.7 Two completely independent refrigeration circuits;3.4.4.8 Two water cooled shell & tube condensers with removable heads;3.4.4.9 Two electronic condenser water regulating valves;3.4.4.10 Two brazed plate evaporators;3.4.4.11 Two liquid line refrigerant filter dryers with removable cores;3.4.4.12 Two electronic expansion valves;3.4.4.13 PVC supply and return condenser water manifolds with isolation valves;3.4.4.14 PVC supply and return evaporator water manifolds with isolation valves. 3.4.5 Minimum Electrical Requirements:3.4.5.1 NEMA-12 control panel mounted and wired to compressors and sensors;3.4.5.2 Minimum 4 VDC control circuit;3.4.5.3 Operator Control Station PLC controller (integrated Intel based microprocessor controller, operator interface, solid state input/output relays);3.4.5.4 Two line, 20 character alphanumeric display;3.4.5.5 Digital set point and temperature deviation alarm adjustment with password protection;3.4.5.6 Digital display of process water supply and return temperatures;3.4.5.7 Digital display of compressor anti-cycle timers;3.4.5.8 Digital display of compressor running hours;3.4.5.9 Solid state safety interlocks for each circuit including low flow, high refrigerant pressure, low refrigerant pressure, and compressor fault;3.4.5.10 System faults for high and low temperature deviation alarms and probe fault alarm;3.4.5.11 Alarm horn with silence keypad. 3.4.6 Remote Diagnostic Computer requirements: 3.4.6.1 PC computer CPU with Internet card (monitor, keyboard, and mouse not included);3.4.6.2 Interconnecting cables for connecting the CPU to the chiller;3.4.6.3 Allows for on-line troubleshooting and software adjustment from the factory;3.4.6.4 Provides monitoring of refrigerant pressures and temperatures, water temperatures, voltage, amp draw, kW demand, alarm history and captured data at time of alarm condition, demand profile with kW usage.;3.4.6.5 Reference the Connectivity Requirements for TC Series Remote Monitoring for IT requirements to connect the remote monitoring system to the internet. 3.4.6 Warranty:3.4.6.1 One year service policy covering all parts and labor;3.4.6.2 5-year compressor part warranty. 3.5 Chilled Water Pump/Reservoir System minimum requirements:3.5.1 Mechanical requirements:3.5.1.1 1,300-gallon stainless steel reservoir;3.5.1.2 One 25 HP, ODP process pump designed for 245 GPM at 70 PSI;3.5.1.3 One 25 HP, ODP process standby pump designed for 245 GPM at 70 PSI;3.5.1.4 One 10 HP, ODP cooling tower pump designed for 245 GPM at 35 PSI;3.5.1.5 One 10 HP, ODP cooling tower standby pump designed for 245 GPM at 35 PSI;3.5.1.6 6-inch suction and discharge butterfly valves for each pump;3.5.1.7 6-inch discharge check valves for each pump3.5.1.8 Discharge pressure gauge for each pump;3.5.1.9 6-inch 2- pump process pump suction manifold3.5.1.10 6-inch 2- pump tower pump discharge manifold3.5.1.11 Reservoir divider (hot & cold compartments)3.5.1.12 Reservoir insulation (closed cell);3.5.1.13 Mechanical make-up water float valve;3.5.1.14 Water-level sight glass;3.5.1.15 NEMA-12 control panel;3.5.1.16 Microprocessor controller with digital temperature display and high temperature alarm;3.5.1.17 One primary process pump starter with overload;3.5.1.18 One emergency standby pump starter with overload;3.5.1.19 One primary chiller pump starter with overload;3.5.1.20 One emergency standby chiller pump starter with overload;3.5.1.21 Control panel mounted to pump deck and wired to pumps and sensors;3.5.1.22 Low water level alarm;3.5.1.23 Process pump low pressure alarm;3.5.1.24 Chiller pump low pressure alarm;3.5.1.25 Alarm horn and silence switch. 3.5.2 Remote Control Center:3.5.2.1 Nema 12 control panel;3.5.2.2 Microprocessor system controller with digital temperature display;3.5.2.3 Remote on/off control of system;3.5.2.4 Remote system temperature control;3.5.2.5 Alarm warning light;3.5.2.6 Automatic pump switch over;3.5.2.7 Automatic fan switch over.
