Description
SIR Description: In accordance with the Federal Aviation Administration Western-Pacific Region; hereby announces its intention to solicit a Request For Offer (RFO) for Access Road Repair to Mount Haleakala, OHK RTR AND Maui, Hawaii. The contractor shall furnish all labor equipment materials and any other items necessary to repair and resurface approximately 0.9 miles of access road leading (15 feet wide) to Mt. Haleakala in Maui, Hawaii at the Federal Aviation Administration listed facility. This requirement is totally set - aside for 8(A) Firms. Contractors must be certified as 8(A) Firm and provide certification from the Small Business Administration (SBA). Contractors must have active registration with Central Contracting Registration (CCR) http://www.ccr.gov before the contract award can be made.Site visits will be conducted at the following location, however the FAA reserves the right to change the site visit at any given time. The Standard Industrial Code for this project is 237310. A request for solicitation package must identify the SOLICITATION NUMBER (DTFAWP-08-R-01616) and must be requested Via Facsimile (310) 725-6842 or in writing. VERBAL OR TELEPHONE REQUEST WILL NOT BE HONORED. A request for a solicitation package must be received no later than Wednesday August 20, 2008, 12:00 noon. Any request of a solicitation after this date, regardless of how transmitted, WILL NOT BE HONORED. The solicitation for this project will be issued on or about Wednesday August 20, 2008. Awards resulting from the RFO will be based on Best Value to the FAA, giving consideration to past performance and experience with the same or similar work and Cost. The FAA may make an award without communications and / or negotiations; however, communications and/or negotiations may be conducted to determine the best value to the FAA. T3.6.1 - Small Business Development Program (Revision 19, October 2000) Small Business Development 5: DOT Lending and Bonding Program Revised 7/2005 a. To promote the financial assistance programs available from the OSDBU (S-40), procurement teams should add the following information in each public announcement of a procurement containing a bonding requirement: "This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
