- The US Army Medical Research Acquisition Activity proposes to award to Battelle Memorial Institute, 505 King Ave., Columbus, OH on a sole source basis, for services to conduct potency test of Heptavalent Equine Botulism Antitoxin one lot HE-BAT (Lot BIG02 and Hfab-BAT (Lot FFC1-3-45-4X1). Battelle Memorial Institute is the only laboratory in the US that has a history of potency testing of botulism antitoxins owned and stored by the US Army Medical Material Development Activity with developed validated tests of the antitoxin. Testing at various laboratories can introduce variability in the test results and render results open to interpretation. In order to minimize inter-laboratory variability, it is prudent to test the antitoxin at single laboratory repeatedly with validated methods. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for a competitive quote. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Governments requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least fifteen (15) days after the publication of this response, the purchase will be awarded without further notice.
